235 <br /> <br /> Mr. Josh Wheeler said he has spoken to people over the past year and has tried to <br />lessen their objections. Mr. Wheeler proposed that the Center publicize the public <br />hearing in January by linking to the City's website and displaying the model in City Hall. <br />Mr. Wheeler said the cost of free speech is that we sometimes hear what we don't want to <br />hear. Mr. Wheeler said that some will abuse the monument, but most will not. <br /> <br /> Mr. Toscano suggested that when the Center links to the City website that they <br />include frequently asked questions about the proposed monument and answers to those <br />questions. When the public hearing is held, Mr. Toscano suggested that critical issues are <br />put forward, such as how the monument would fit in with the potential redevelopment of <br />that end of the mall. <br /> <br /> Mr. Caravati asked staff to prepare a report on the proposal which includes any <br />questions and concerns they may have. <br /> <br /> Mr. Gouldman suggested that in order to make the public hearing more <br />meaningful, answers to several questions be nailed down and more details be available. <br /> <br /> Ms. Richards said that the library may be a better location for the model of the <br />monument. <br /> <br /> Mr. Gouldman asked what the projected cost of the monument is, and Mr. <br />Wheeler said that it depends on what is done with that end of the mall, but construction of <br />the wall and podium is estimated to be between $150,000 and $175,000. Ongoing <br />maintenance will be additional. <br /> <br /> Ms. Richards asked if this estimate includes the terraced park, and Mr. wheeler <br />said it does not, though it does include Some landscaping, but not regrading. <br /> <br /> Mr. Cox commended the group for sticking -with this project and putting it in the <br />context of a pedestrian anchor. Mr. Cox asked if the design had been before the Board of <br />Architectural Re-,dew, and Mr. Wheeler said that it has and the concept was <br />enthusiastically endorsed. <br /> <br /> Mr. Lynch asked that a special effort be made to involve youth in the public <br />hearing. Mr. Lynch said that one important question is whether people will respect this <br />monument. <br /> <br /> Mr. Toscano requested that the drawings of the monument be posted on the <br />website. <br /> <br /> Mr. Gouldman said he would like to have someone from his office sit down with <br />the group to discuss the issue further. <br /> <br />REPORT: THOMAS JEFFERSON PLANNING DISTRICT COMMISSION <br />LEGISLATIVE PACKAGE <br /> <br /> Mr. Dave Blount, Legislative Liaison with the Thomas Jefferson Planning District <br />Comrrdssion, reviewed the Commission's Legislative Package. Mr. Blount said the other <br />localities in the district have approved the Package. <br /> <br /> Mr. Cox asked how successful the Commission's efforts were in the General <br />Assembly last year and if there is a way that Council can be debriefed following the <br />General Assembly session~ <br /> <br /> Ivlr. Blount said that last year was a fairly good session for local government, <br />especially in terms of preventing things from happening to local governments. Mr. Blount <br />said he would be happy to provide a review of the session. <br /> <br /> Ms. RIchards asked Mr. Blount if he could predict the effect of the constitutional <br />amendment about lottery fimds, and Mr. Blount said the amendment will have no <br />practical effect. <br /> <br /> <br />
