236 <br /> <br /> Mr. Caravati asked why the reference to eliminating the Dillon Rule was <br />eliminated from the Package, and Mr. Blount said it was felt that continuing to include it <br />was "beating a dead horse." <br /> <br /> Mr. Toscano asked what a tourist enhancement district is, and Mr. Blount said it <br />is a district created by localities where tourism is of value. <br /> <br /> Mr. Toscano said he would like more information about the tourist enhancement <br />district. Mr. Toscano said that the City's Legislative Package makes reference to the <br />State's revenue shortfall, and asked why this is not more pronounced in the Commission's <br />Package. <br /> <br /> Ms. Richards said this reference was only added to the City's Package last week, <br />and said that Council may want to suggest it be added to the Commission's Package. <br /> <br /> Mr. Toscano said he would like to figure out ways to get "discouragement of <br />sprawl" language in the Package, or put in "smart growth." <br /> <br /> On motion by Ms. Richards, seconded by Mr. Toscano, the Thomas Jefferson <br />Planning District Commission's Legislative Package, as amended by Mr. Toscano to <br />enhance the language about the State's revenue shortfall was approved by the following <br />vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br />REPORT: CITY'S LEGISLATIVE PACKAGE <br /> <br /> Ms. Lisa Kelley, Deputy City Attorney, presented the City's Legislative Package, <br />the substance of which she Said came from the City's Legislative Committee. <br /> <br /> Ms. Richards outlined the issues that the Committee wanted to highlight, and <br />noted positions by the Virginia Municipal League that are recommended be endorsed by <br />Council. Ms. Richards said that Council may wish to request legislation on certain <br />issues. <br /> <br /> Mr. Caravati said Council may want to think through some of the action issues <br />presented by Ms, Richards and discuss them at the next meeting. <br /> <br /> Staff was asked to put together a matrix of possible action items in the next week <br />to send to Council for their prioritization prior to the next meeting. <br /> <br /> Responding to a question from Mr. Caravati, Mr. Robert Cox, Director of Social <br />Services, said that he is very satisfied that funding concerns have been adequately <br />addressed. <br /> <br /> Mr. Cox asked if the Tax Structure Commission will be making recommendations <br />that could affect the General Assembly session, and Mr. Kelley said that preliminary <br />signs are that a formula will be endorsed with local stress considered, but probably no <br />action will be taken. <br /> <br /> Mr. Toscano suggested that language in the Local Government section referring <br />to replacing lost revenue be changed to "come with a stable state source of revenue." <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Cox, the City's Legislative Package, <br />amended as suggested by Mr. Toscano, was apProved by the following vote. Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> Possible legislative bills to be requested by the City was scheduled to be <br />discussed at the December 4th meeting. <br /> <br />REPORT: QUALITY COMMUNITY COUNCIL <br /> <br /> Mr. Caravati presented certificates recognizing organizers of the Summer Youth <br />Employment Program to Alicia Lugo, Deborah Abbot, and Moji Olaniyan. <br /> <br /> <br />
