262 <br /> <br /> Mr. Toscano offered a friendly amendment to add "the current design required <br />further modification to be acceptable to the City," and Mr. Caravati and Ms. Richards <br />accepted the amendment. <br /> <br /> Mr. Toscano asked that certain language be struck, and Mr. Caravati and Ms. <br />Richards accepted the amendment. <br /> <br /> Ms. Richards said she feels it is important to talk about what planning processes <br />are involved, including the CATS Plan and the Three Party Agreement. Ms. Richards <br />said the CATS Plan is much more extensive than the Three Party Agreement, and noted <br />that the eastern connector is in the CATS Plan but not the Three Party Agreement. Ms. <br />Richards said the City representatives have been pushing for a siting study of the eastern <br />connector. She said the Route 29 interchanges that were removed from the Three Party <br />Agreement were put back in the CATS Plan, and the Hillsdale Drive extension will be in <br />the CATS but not the Three Party Agreement. Ms. Richards said this shows that the <br />reference should be to the CATS Plan not the Three Party Agreement in the letter, and <br />offered a friendly amendment to that effect, but the amendment was not accepted. <br /> <br /> Mr. Lynch offered a friendly amendment to add "the City is willing to perform <br />design, bid, and construction phases of this second project, all within the required <br />oversight parameters for this type of process" to Section 4(b) and Mr. Caravati and Ms. <br />Richards accepted the amendment. <br /> <br /> Mr. Lynch offered a friendly amendment to make the road subject to preliminary <br />engineering fianding being available for the interchange, but Mr. Caravati did not accept <br />the amendment. <br /> <br /> Mr. Lynch offered a friendly amendment to add language regarding park <br />replacement, but the amendment was not accepted. <br /> <br /> Mr. Lynch offered a friendly amendment to add "we suggest 50 acres of land" in <br />the parkland replacement section, and Mr. Caravati and Ms. Richards accepted the <br />amendment. <br /> <br /> Mr. Lynch offered a friendly amendment to make the city's commitment to the <br />road contingent on an agreement to update the Three Party Agreement in 90 days, but the <br />amendment was not accepted. <br /> <br /> Mr. Lynch said Ms. Richards' comments about the CATS Plan being the regional <br />transportation plan is well taken, but the problem is that there are no priorities about what <br />will be built when, though they do have some ability to set priorities one, two or three. <br />Mr. Lynch said the status of the eastern connector is somewhat nebulous, and there is no <br />commitment that it will be funded. Mr. Lynch said the base data to create the Three <br />Party Agreement is over ten years old, and he would like to revisit it as soon as possible. <br />Mr. Lynch said the cooperation of the business community is needed. <br /> <br /> Mr. Caravati said he is not uncorrffortable about the process used to negotiate the <br />language of the letter, and said he feels that he made the most compromises, and did so in <br />order to make the best decision for the entire City. Mr. Caravati said he disagrees with <br />Ms. Richards about the CATS Plan and agrees with Mr. Lynch, but not with including the <br />Three Party Agreement in the letter as he knows Albemarle County will turn down the <br />request. Mr. Caravati said he wants a regional transportation plan that includes the <br />eastern connector and southern parkway, but the City must compromise with other <br />communities. Mr. Caravati said direct communication is needed with Albemarle County, <br />not just the MPO. Mr. Caravati said this road, which will be a City road with two lanes, <br />needs to move forward and let it speak for itself. <br /> <br /> The November 30th letter, as amended, was approved by the following vote. <br />Ayes: Mr. Caravati, Ms. Richards, Mr. Toscano. Noes: Mr. Cox, Mr. Lynch. <br /> <br /> <br />
