She said that two bills have been submitted that are a direct assault on Alexandria's living wage ordinance, and no bills that wotfld enable a living wage ordinance have been introduced. Delegate Mitch Van Yahres has submitted a budget amendment for the Lewis and Clark Exploratory Center, and substance abuse treatment at local jails is being discussed as part of the budget. On motion by Mr. Cox, seconded by Mr. Lynch, Council voted (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None.) to meet in closed session for the purpose of appointing members to various City boards or agencies, as authorized by Section 2.1-344(A)(1) of the Virginia Code. Council reconvened in open session and, on motion by Mr. Lynch, seconded by Mr. Cox, approved the following certification of closed meeting by the following vote (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None.). WltEREAS, the City Council has convened a closed meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of Information Act; and WItEREAS, Section 21.344.1 of the Code of Virginia requires a certification by the Council that such closed meeting was conducted in conformity with Virginia law; NOW, TItEREFORE, BE IT RESOLVED that the City Council hereby certifies that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the closed meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the closed meeting were heard, discussed or considered by the Council APPOINTMENTS: BOARDS AND COMMISSIONS On motion by Mr. Toscano, seconded by Mr. Cox, Ms. Nila Saliba was appointed (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None) to a two-year term on the Monticello Area Community Action Agency Board. This term will expire on July 1, 2002.
