29O <br /> <br />Commerce representative, one environmental protection advocate, and one private transit <br />provider. <br /> <br />Mr. Caravati said he will work with staffto develop options. <br /> <br /> Mr. Cox, referring to the traffic model for Meadowcreek Parkway, said that the <br />model's assumptions have been questioned, but we have not tried to correct the model. <br />Mr. Cox said he would like to request the model be re-evaluated. <br /> <br /> Ms. Richards updated Council on legislative issues. She said that two bills have <br />been submitted that are a direct assault on Alexandria's living wage ordinance, and no <br />bills that wotfld enable a living wage ordinance have been introduced. Delegate Mitch <br />Van Yahres has submitted a budget amendment for the Lewis and Clark Exploratory <br />Center, and substance abuse treatment at local jails is being discussed as part of the <br />budget. <br /> <br /> On motion by Mr. Cox, seconded by Mr. Lynch, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None.) to meet in <br />closed session for the purpose of appointing members to various City boards or agencies, <br />as authorized by Section 2.1-344(A)(1) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Lynch, seconded by Mr. <br />Cox, approved the following certification of closed meeting by the following vote (Ayes: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None.). <br /> <br /> WltEREAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WItEREAS, Section 21.344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, TItEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br />discussed or considered by the Council <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Cox, Ms. Nila Saliba was appointed <br />(Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None) to <br />a two-year term on the Monticello Area Community Action Agency Board. This term <br />will expire on July 1, 2002. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Cox, Ms. Cindy Fredrick and Mr. <br />Paul Muhlberger were appointed (Ayes: Mr, Caravati, Mr. Cox, Mr. Lynch, Ms. <br />Richards, Mr. Toscano. Noes: None.) to four-year terms on the Social Services Advisory <br />Board. These terms will expire on June 30, 2004. <br /> <br /> <br /> .
