Noes: Mr. <br />Lynch. <br /> <br />PUBLIC <br /> <br /> Mr. Chris Gensic apologized for the tone of a recent e-mail he sent to the City <br />Manager, but said it is hard to believe that the police do not have to wear seat belts. Mr. <br />Gensic also complained that the police do not pick up flare caps out of the street and said <br />the police officer on the mall should walk, not ride his bike on the malt. <br /> <br /> Mr. Caravati noted that the police are allowed to ride their bikes on the mall and <br />need to do so in order to adequately cover the mall. <br /> <br /> Mr. Oliver Kuttner said there is a social cost to increasing parking fines. Mr. <br />Kuttner said the City will get money back from parking, and they will be investing in <br />parking, not subsidizing it. Mr. Kuttner said there are different tax structures in place <br />now than the previous law that encouraged private investment, such as when the <br />Charlottesville Parking Center was founded. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. O'Connell presented a budget status report. In initial budget projections, a <br />slowing of the economy and revenues is being seen, there will be a fiat or declining <br />utility tax, fiat funding for many state-funded programs, and a reduction in state funding <br />for many agencies. There is also increased pressure for increased expenditures. Mr. <br />O'ConneI1 said Council should expect to see few if any new programs recommended. <br /> <br /> Mr. Cox asked if staff expects to be able to add to the strategic investment fund, <br />and Mr. O'Connell said not to the extent that has been done in the past. <br /> <br /> Mr. Cox asked if anything can be done to keep agencies from going to Council <br /> after the budget review committee has made its recommendations. <br /> <br /> Mr. Caravati asked how staff would like to respond to the letter received from the <br /> Board of Supervisors regarding the Meadowcreek Parkway, <br /> <br /> Mr. Lynch said he would like to meet with the Board in a work session. <br /> <br /> Mr. Cox said he favors having a venue to speak with them about transportation <br /> issues, and suggested that we extend a formal invitation for such a process. <br /> <br /> Mr. Caravati said he thinks Council needs to have a better idea where we are <br /> before suggesting such a meeting. <br /> <br /> Mr. Toscano said we ought to have some options, and said we could let the MPO <br /> take it through the CATS process. <br /> <br /> Ms. Richards noted that the MPO is under a federal mandate to appoint a citizens <br /> advisory committee. <br /> <br /> Mr. Lynch said that while the MPO is a good mechanism for moving projects <br /> through the design and build phase, it is not a good mechanism for deciding what to do. <br /> <br /> Mr. Cox said he would like to see options and share those with the Board of <br /> Supervisors. Mr. Cox said he thinks we are going to have to push this issue, and asked <br /> staffto come up with options. <br /> <br /> Mr. Cox asked about the composition oftbe MPO's citizen advisory committee, <br /> and Ms. Richards said the composition is mandated, and will include five citizens at large <br /> from both the City and County, one representative from the University, one transit rider, <br /> one bike advocate, one pedestrian advocate, one freight advocate, one Chamber of <br /> <br /> <br />
