288 <br /> <br /> WHEREAS, the statutes also authorize the State Emergency Operations Center <br />to coordinate the provision of any equipment, services, or facilities owned or organized <br />by the Commonwealth or its political subdivisions for use in the affected area upon <br />request of the duly constituted authority of the area; and <br /> <br /> WHEREAS, this Resolution aUthorizes the request, provision, and receipt of <br />interjurisdictional mutual aid in accordance with Title 44, Chapter 3.2 of the Code of <br />Virginia among political subdivisions, other authorized entities and officers within the <br />Commonwealth; <br /> <br /> NOW, THEPOgFORE, the Charlottesville City Council resolves that the City of <br />Charlottesville shall have the authority to participate in Statewide Mutual Aid in the <br />event of emergency or disaster in accordance with the terms and conditions, which shall <br />be in the nature of a compact and agreement among participating entities which have <br />adopted similar executive orders, ordinances or resolutions. AND WATER STREET <br />(2nd reading) <br /> <br /> Mr. Gouldman presented a revised contract for the property sale, with a revision <br />to item G. <br /> <br /> Mr. Lynch said that he does not think that this is a bad project, but when you <br />consider it in the context of the parking discussion it does not seem compatible given the <br />number of parking spaces it will eliminate. Mr. Lynch said he also thinks it is too <br />massive for the site and it will be exacerbating the parking problem. <br /> <br /> Mr. Cox said he has learned to accept that none of these things are perfect, noting <br />that he would have liked to have seen more residential and retail space included. He said <br />it does set a precedent for underground parking, and noted that it is in a parking exempt <br />site. Mr. Cox asked if it would be possible to amend the ordinance to say that the sales <br />price will be targeted to a parking fund. <br /> <br />Mr. O'Connell said the intent is already to do that. <br /> <br /> Mr. Caravati said he feels the project opens the window for underground parking. <br />Mr. Caravati noted that the developers worked hard to achieve this project. <br /> <br /> Mr. Caravati asked about approval of the entrance to the parking below the <br />building, and Mr. Watts said that the site plan will need to be approved and that will be <br />based on the design presented to Council. <br /> <br /> Mr. Cox noted that there is no mention of the parking being used by the public in <br />the evenings, and Mr. Gouldman said the developer has made it clear all along that the <br />parking spaces are private. <br /> <br />Mr. Caravati noted that the developer may look into this over time. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AUTHORIZE CONVEYANCE <br />OF CITY-OWNED PROPERTY ON FIFTH AND WATER STREETS TO WATER <br /> <br /> <br />
