287 <br /> <br /> Mr. ~Toscano said he is interested in getting a group together, including <br />Charlottesville Parking Center, the Downtown Property Owners Council, .and staff to <br />conduct a feasibility study to tease out numbers for the Water Street site, including how <br />much it would cost and how it could be £manced. <br /> <br /> Ms. Richards said she would like us to think together about how we can provide <br />incentives to employers, including van pooling and using buses. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTIONS 15-4 (GENERAL POWERS AND DUTIES OF CITY MANAGER AND <br />TRAFFIC ENGINEER AS TO TRAFFIC) AND 15-149 (PROCEDURES FOR <br />PARKING VIOLATIONS; PAYMENT OF FINE WITHOUT TRIAL) OF CHAPTER <br />15 (MOTOR VEHICLES AND TRAFFIC) OF THE CODE OF THE CITY OFO <br />CHARLOTTESVILLE, 1990, AS AMENDED" was carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC HEARING/ORDINANCE: QUITCLAIM DUNLORA GAS EASEMENT <br />TO VDOT <br /> <br /> Mr. Gouldman explained this is the normal routine followed by the Virginia <br />Department of Transportation <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Lynch, the ordinance entitled "AN <br />ORDINANCE TO QUITCLAIM NATURAL GAS LINES LOCATED IN THE <br />DUNLORA SUBDIVISION IN ALBEMARLE COUNTY TO THE VIRGINIA <br />DEPARTMENT OF TRANSPORTATION" was offered and carried over to the next <br />meeting for consideration. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Oliver Kuttner said he thinks Council is missing an opportunity to get the <br />developer of the 5th and Water Street site to pay for a portion of Phase III of the Court <br />Enhancements by eliminating that Phase from the resolution. <br /> <br /> Mr. Lynch asked that the 5th and Water Street development be removed from the <br />consent agenda. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the following consent <br />agenda items were approved by the following vote, with Mr. Cox abstaining from <br />approval of the minutes. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. <br />Toscano. Noes: None. <br /> <br />a. Minutes of January 23,.2001 <br /> <br />b. APPROPRIATION: $14,000 - Traffic Safety Grant (carried over) <br /> <br />c. APPROPRIATION: <br /> <br />$5,000 - Contribution for Belmont Bridge Steps <br />(carded over) <br /> <br />d.
