286 <br /> <br />automobile dominated society we will look like Northern Virginia. Mr. Lynch said he <br />has a real problem about who pays for parking, noting that businesses in Albemarle <br />County have to pay for it. Mr. Lynch said he does not think it is the responsibility of City <br />government to subsidize parking, and businesses have to be part of the equation. Mr. <br />Lynch suggested exploring creating a business improvement district. Mr. Lynch said we <br />are not charging market prices for parking now, and we could do that and use the revenue <br />for parking elsewhere. <br /> <br /> Mr. Lynch made a motion to approve the ordinance that would increase the <br />parking fines, and Mr. Cox seconded the motion. <br /> <br /> Mr. Caravati said the public has taken a large role in parking, but we must have <br />more participation by the private side. Mr. Caravati said people's behavior has to change. <br />Ivlr. Caravati said he will support an increase in the frees, which he feels will cause only <br />small pain. Mr. Caravati said we also need to increase enforcement. Mr. Caravati said he <br />agrees that parking should be underground, but we also need to start working to change <br />behavior. <br /> <br /> Ms. Richards said she would consider voting for the fine increase, but would like <br />more discussion on the matter. <br /> <br /> Mr. Cox said he would feel better voting for a fine increase if he felt it was going <br />to solve problems, and said he would like to make the increase contingent on finding <br />.additional surface parking spaces. Mr. Cox said he is concerned with workers who <br />cannot afford to park. Mr. Cox said he is sensitive to the negative effects increasing fines <br />could have, and would support having existing and increased fines going to help solve the <br />problem. <br /> <br /> Mr. Toscano said there would be an administrative cost to designating the fines, <br />and suggested that instead a set amount, approximately $100,000, be set aside in a <br />parking fired. <br /> <br /> Ms. Richards offered a friendly amendment that the increased fines be contingent <br />on finding more parking spaces. <br /> <br /> Mr. Gouldman noted that the ordinance includes other administrative changes, <br />and suggested that be included in the motion. <br /> <br /> Mr. Lynch withdrew his motion and substituted the ordinance as proposed by Mr. <br />Gouldman. Mr. Cox seconded the motion. <br /> <br /> Mr. Cox said he would like to make it clear that increasing the fines is contingent <br />on finding other spaces, and Ms. Richards said that is important to her as well. <br /> <br /> Mr. Lynch said he would like to see zone parking downtown which would <br />discourage people from shuffling their cars. <br /> <br /> Mr. Caravati suggested that staff and the parking consultant further study the idea <br />of zone parking. <br /> <br /> Mr. Cox aSked why 90 minutes is better for on-street parking, and Mr. Caravati <br />said there does not appear to be any support for decreasing the on-street parking time <br />now. <br /> <br /> Mr. Cox said he is interested in exploring the idea of restricting the loading zones <br />to before 10:00 a.m. and opening them up to public parking after that. Mr. Cox asked <br />what mechanism can be used to identify underutilized lots and on-street parking. <br /> <br />Mr. O'Connell said staff can look at the issue. <br /> <br /> Mr. Cox said he would like to see a structure for a parking fund in the budget. <br />Mr. Cox said he also hopes we can explore the idea of a shuttle service. <br /> <br /> <br />
