291 <br /> <br />NOTICE OF SPECIAL MEETING - January 19, 2001 <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Friday, January 19, 2001 AT 12:00 noon IN THE Basement Conference <br />Roorm <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM - January 19, 2001 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br /> Dr. William Symons, Superintendent of City Schools, explained that it is the <br />School Board's preference to continue the pre-school program at a single site downtown <br />location. Dr. Symons said that there is concern about the condition of the Jefferson <br />School building and the possibility of conditions occurring that would necessitate <br />emergency renovations and disruption of the existing program. Dr. Symons noted that <br />while this is the Board's preference, other alternatives are available. <br /> <br /> Mr. Steve Campbell Chairman of the School Board, said that the School Board <br />would like to explore the idea of a public/private partnership on the Jefferson School site. <br /> Mr. Caravati said that the general area of the Jefferson School site is a priority for <br />Council for development, and a request for proposals (RFP) could be issued <br />incorporating a pre-school with a larger development. Mr. Caravati said that Torti Gallas <br />and Partners, consultants who conducted the Corridor Study, are beginning to look at the <br />sites <br /> <br /> Mr. Toscano asked about the status of the study of City Yard and the Jefferson <br />School area and asked what the timetable is on moving City Yard. <br /> <br /> Ms. Linda Peacock, Assistant City Manager, said there is no timetable for the <br />move, but the estimate to move City Yard is $20 million. Ms. Peacock said that no <br />borings have been done at the Jefferson School site. <br /> <br /> Mr. Cox said he thinks it will be constructive for the consultant to gather <br />information bom the public up t~ont in the process. <br /> <br /> Mr. Caravati said his understanding is that the consultant will be collecting <br />information on the sites and doing a physical evaluation first. <br /> <br /> Ms. Richards said that we also need to know what the physical state standards are <br />for pre-schools, <br /> <br /> Mr. Cox said that the RFP should be crafted to what the community and City want <br />on the site, and suggested that the consultant be used to craft the RFP. <br /> <br /> Mr. O'Connell said that the consultant will be exploring the development <br />opportunities for the area between West Main Street to Preston Avenue, including the <br />property between Mclntire Road and 4th Street, N.W. <br /> <br /> Ms. Muriel Wiggins and Ms. Olivia Boykin, School Board members, suggested <br />that at the same time the RFP is being issued, that the feasibility of other sites for the pre- <br />school be explored in case it is determined that the Jefferson School site is not feasible so <br />that time is not lost. <br /> <br /> <br />
