17 <br /> <br /> Mr. Richard Rebori, owner of the Nook Restaurant, stated <br />that he did not believe the trash created during the Dogwood <br />Festival was totally due to the presence of the vendors. Mr. <br />Rebori added that it was his hope that the City could find a <br />fair solution to the problem. <br /> <br /> Council agreed that the problem was not great enough at <br />the present time to warrant a total prohibition of vendors, but <br />stated that they felt regulation was desirable. <br /> <br /> Mr. Buck commented that if regulation proved to be unsuccess- <br />ful, then a prohibition of vendors could be considered in' the <br />future. <br /> <br /> Dr. Gunter made a motion recommending that staff draft an <br />ordinance which addressed regulation of vendors on public side- <br />walks as well as the downtown mall. Mrs. Gleason seconded the <br />motion and it was unanimously approved by Council. <br /> <br />APPROPRIATION: ~2,041,433 JOB TRAINING PARTNERSHIP ACT (2nd reading) <br /> <br /> The $2,041,433 appropriation for the Job Training Partnership <br />Act which was offered at the meeting of April 15th was approved <br />by the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, <br />Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br />Virginia, that the sum received from the Gowernor's Employment <br />and Training Division of the Commonwealth of Virginia pursuant <br />to the Job Training Partnership Act, estimated at $2,041,433, is <br />hereby appropriated to the JTPA fund, to be expended on authoriza- <br />tion from the City Manager or his designee, and in accordance <br />with applicable state and federal laws and regulations, to carry <br />out the purposes of the Act. <br /> <br />APPROPRIATION: ~50.00 - FIRE DEPARTMENT CONTRIBUTION <br /> <br /> The $S0.00 appropriation £or the Fire Department which was <br />a contribution from Centel, was moved by Mrs. Gleason, seconded <br />by Dr. Hall, and approved by the following vote. Ayes: Mr. <br />Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br />Virginia, that the sum of $50.00 received from CENTEL as a <br />contribution to the Fire Department, is hereby received as <br />revenue in the General Fund and appropriated to expenditure <br />account 01-22015-5203 to be expended as directed by the Fire <br />Chief for the benefit of Fire Department personnel. <br /> <br />RESOLUTION: <br /> <br />CIRCLE <br /> <br />SPECIAL PERMIT FOR INCREASED DENSITY AT 112 MONTEBELLO <br /> <br /> Mr. Hendrix stated that a special permit for increased <br />density at 112 Montebello Circle was being, requested because <br />the site plan had been approved and the building constructed <br />prior to the ordinance restricting density to four unrelated <br />persons was enacted. <br /> <br /> Mr. Huja listed the following reasons for the Planning <br />Commission's recommendation of approval of the special permit: <br />1) It is in harmony with the Land Use Plan of the Comprehensive <br />Plan, 2) It will not have a significant adverse impact on the <br />surrounding area, 3) The original site plan was reviewed and <br />approved on September 9, 1983, prior to approval of the new <br />occupancy limits in August of 1984, and was based on an occupancy <br />of six persons/unit in the 3-bedroom units, and 4) The site and <br />building will adequately accommodate the expected occupancy along <br />with the addition of four parking spaces. <br /> <br /> Mrs. Gleason moved the resolution approving the special <br />permit for increased density for the reasons listed above by <br />the Planning Commission. Dr. Hall seconded the motion. <br /> <br /> Mr. Buck noted that the special permit would have little <br />chance of being approved had the building not been planned <br /> <br /> <br />
