39 BASEMENT CONFERENCE ROOM - May 28, 1985 Council met in special session for a work session on the street vendor policy on this date with the following members present: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr'. Gunter, Dr. Hall. :, -. Mr. Buck explained that the work session was being held in order to provide Council an opportunity to discuss the street vendor policy and to give staff guidance in drafting a new ordinance. Mr. Buck recommended allowing seven for-profit vendors and one non-profit vendor on the downtown mall. Mr. Buck stated that it needed to be decided whether to limit the number of vendor permits allowed or to only limit the number of locations. Mr. Buck recommended that those presently holding permits be allowed to maintain permits and that they be renewable with the requirements that the permits be non-assignable and that the vendors be required to be present on the mall for a minimum of 15 days per month for the period of March 1 through October 31. Mr. Barnes noted concern that the vendors could remain indefinitely and recommended allowing permits to be renewed for a period of three years, if the requirements above are met, and having the vendors allowed selected by a lottery system after the three years. Mrs. Gleason recommended that only annual permits be allowed. It was the consensus of Council that there be ten locations with seven profit vendors and one non-profit vendo'r', ~Wi'th the vendors allowed to move from one location to another, but only selling at the designated sites. Council discussed waiving the requirements for special events. It was decided that, after receiving input from the merchant associations, a list of events could be designated with others being designated as special events by Council on a case by case basis. Mr. Buck recommended increasing the fees for vendors to $200 a year, with the justification being the cost of continued regulation and the fact that they may produce a disproportionate share of trash on the mall. A majority of Council members felt that the businesses who wish to place carts outside their buildings be charged a smaller fee, but that it be assessed annually. ~t was decided that an ordinance would be Prepared June ~7th meeting. p~~mee~ng was adjourned. ~ '/ ~' ~ for the COUNCIL CHAMBER - June 3, 1985 Council met in regular session on this date with the following members present: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. MINUTES On motion by Mr. Barnes, seconded by Mrs. Gleason, the minutes of May 8th were approved as presented, with Dr. Gunter and Dr. Hall abstaining. On motion by Mrs. Gleason, seconded by Dr. Gunter, the minutes of May 14th were unanimously approved as presented.
