47 <br /> <br />f WHEREAS, an effective Superfund Program should contain the <br />ollowi~g elements: <br /> <br />- A fund of at least $10 billion for clean-up and other <br /> aspects of Superfund~ <br /> <br />- Put EPA on a strict, realistic schedule to increase <br /> the pace of clean-ups~ <br /> <br />Require permanent clean-up of dump sites whenever <br />feasible; <br /> <br />- Establish uniform national standards for EPA clean-ups <br /> to guarantee that public health is protected; <br /> <br />- Increase community participation in the Superfund <br /> process to foster better clean-up and improve community <br /> relations; <br /> <br />Establish a federal cause of action enabling victims to <br />use the Superfund to sue those responsible for damages. <br /> <br /> WHEREAS, these elements are currently provided for only in <br />HR 2022. <br /> <br /> BE IT RESOLVED, we urge Congressman French Slaughter and <br />Senators John Warner and Paul Trible to ensure that the elements <br />above be incorporated in the reauthorization of Superfund. <br /> <br />STAFF REPORT: RIVERVIEW PARK MASTER PLAN <br /> <br /> Mr. Hendrix presented an overview report on Riverview Park <br />to Council. Mr. Hendrix stated that there are no funds available <br />at the present time for construction of the park, which is <br />projected to be approximately $140,000, but that Council approval <br />of the plan was requested so that development could begin when <br />funds become available. Mr. Hendrix stated that passive, non- <br />organized activities were planned, and that the surrounding <br />neighborhood had been actively involved in the planning. <br /> <br /> Ms. Picky Davis stated that the Board of Realtors was in <br />favor of the proposed park and would be interested in taking <br />it on as a project in an as yet undetermined manner. <br /> <br /> Mr. Hendrix stated that the acquisition of additional land <br />in the vicinity was possible in the future, and noted that the <br />land is in the flood plain and could not be built on. <br /> <br /> Mr. Fran Lawrence who had participated in developing the <br />park plan as a member of the Woolen Mills Neighborhood Association, <br />encouraged Council's support of the plan because he felt it was <br />not only an excellent concept but would acknowledge the Rivanna <br />River's importance to the City. <br /> <br /> Mr. Barnes stated his support of the park plan, but added <br />that he would like to reserve the right to prioritize items in <br />the park such as the proposed jogging trail. <br /> <br /> Mrs. Gleason indicated her support of the park plan and <br />added that the idea of possible private financing was exciting. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, the plan <br />for Riverview Park was unanimously approved by Council. <br /> <br />APPROPRIATION: UTILITY BUDGET (2nd reading) <br /> <br /> The appropriation of the Utility Budget which was offered <br />at the meeting of June 3rd was approved by the following vote. <br />Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. <br />Noes: None. <br /> <br /> <br />
