56 <br /> <br />REQUEST: <br /> <br />PERMIT FOR OUTDOOR CAFE <br /> <br /> Mr. Brian Donato, representing Mr. Joseph Finnazzo, <br />owner of Sal's Italian Delights, yequested that Council <br />approve an outdoor cafe on the downtown mall between 2nd <br />and 3rd Streets. Mr. Donato stated that it was his under- <br />standing that the Department of Community Development <br />recommended against the outdoor cafe, but Mr. Donato <br />felt the concerns expressed by Community Development had <br />been addressed. <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />stated that there was another proposal for an outdoor cafe <br />at the Central Place and that it was his understanding <br />that a provision had been made for an outdoor cafe when <br />Central Place was sold. <br /> <br /> Responding to a question from Council, Mr. Huja <br />stated that Mr. Finnazzo's application had been received <br />first. <br /> <br /> Mr. Donato stated that Mr. Finnazzo wished to sell <br />alcoholic beverages in the evening but would be willing <br />to place the tables adjacent to the building out only <br />after $:00 p.m. Mr. Donato also stated that china, not <br />paper plates, would be used in the outdoor cafe. <br /> <br /> Mr. Huja stated that his primary concerns had been <br />saving space for pedestrian seating, that a vendor location <br />had been designated for the same site, and there would <br />be too many cafes with the additional one at the Central <br />Place. <br /> <br /> Mr. Barnes made a motion in support of the request <br />for the outdoor cafe for Sal's Italian Delights. Mrs. <br />Gleason seconded the motion. <br /> <br /> Mr. Buck stated that he felt an ordinance limiting <br />the number of outdoor cafes to one per block with the <br />exception of the Central Place because of its inset, should <br />be considered by Council. Mr. Buck explained that the City <br />is exploring fee arrangements for outdoor cafes on the <br />downtown mall. <br /> <br /> The request for the outdoor cafe for Sal's Italian <br />Delights was unanimously approved by Council. <br /> <br /> Mr. Wiley stated that he would prepare a formal <br />resolution granting a permit for the outdoor cafe for the <br />next meeting. <br /> <br />STAFF REPORT: CITY MARKET RULES AND REGULATIONS <br /> <br /> Mr. Hendrix explained that Council must approve the <br />amendments to the City Market regulations before they <br />become effective, and pointed out that it had been a long <br />standing policy not to allow anything but homemade, or <br />homegrown items at the City Market. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />the amendments to the regulations for the City Market <br />were unanimously approved by Council. <br /> <br />STAFF REPORT: BANKING SERVICES PROVIDED TO CITY <br /> <br /> Mr. Hendrix explained that every three years the City's <br />banking services ar.e put out to bi'd and, based on a point <br />evaluation system, United Virginia Bank was recommended. <br /> <br /> On motion by Mrs' Gleason, seconded by Dr. Hall, <br />United Virginia Bank was unanimously approved by Council <br />to provide banking services to the City. <br /> <br /> <br />
