57 APPROPRIATION: $7,500 ITALIAN EXCHANGE PROGRAM (2nd reading) The $7,500 appropriation for the Italian Exchange Program which was offered at the meeting of June 17th was approved by the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall. Noes: None. Absent: Dr. Gunter. BE IT RESOLVED by the Council of the City of Charlottes- ville, Virginia, that the sum of $7,500.00 or as much thereof as may be necessary, is hereby appropriated from the unappropriated balance of the General Fund to expenditure account 01-92490 for the City's share of the cost of arrangements for the visit of exchange students from Poggio a Caiano and Prato, Italy. APPROPRIATION: (2nd reading~ COMMUNITY DEVELOPMENT BLOCK GRANT FY 85-86 Mr. Barnes noted that his only reservation regarding the Community Development Block Grant program was the establishment of the Mediation Center in a period of shrinking federal funding. Mr. Barnes stressed the importance of the recommendations made by the Federation of Neighborhood Associations concerning reviewing the program in a year's time. The Community Development Block Grant appropriation for FY 85-86 which was offered at the meeting of June 17th was approved by the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall. Noes: None. Absent: Dr. Gunter. WHEREAS, the City of Charlottesville has been advised of the approval by the U. S. Department of Housing and Urban Development of a Community Development Block Grant for the 1985-86 fiscal year in the total amount of $669,000; and WHEREAS, the City Council has received recommendations for the expenditure of funds from the CDBG Task Force, the City Planning Commission and the Social Development Commission; and has conducted a public hearing thereon as provided by law; now, therefore BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the sums hereinafter set forth are hereby appropriated from funds received from the aforesaid grant to the following individual expenditure accounts in the Community Development Block Grant Fund for the respective purposes set forth; provided, however, that the City Manager is hereby authorized to transfer funds between and among such individual accounts as circumstances may require, to the extent permitted by applicable Federal grant regulations.
