The Council hereby reaffirms the allocation <br />of $300,000 of its Local Allocation t.o revenue bonds <br />to be issued by the Authority to assist in the financing <br />of the construction and equipping of a one-level parking <br />deck over an existing parking lot for Piedmont Virginia <br />Property Group, a Virginia general partnership. <br /> <br /> 3. The Council hereby allocates $1,484,425 of its <br />Local Allocation to revenue bonds to be issued by the <br />Authority to assist in the financing of the acquisition <br />of land and the construction of a facility thereon for <br />the sale, rental, and servicing of appliances and <br />electronic equipment for C. Stan Cross, Jr. <br /> <br /> 4. This Resolution shall take effect immediately <br />upon its adoption. <br /> <br />WORK SESSION: SUMMER NEEDS OF CHARLOTTESVILLE YOUTH AND <br />COMMUNITY EDUCATION PROGRAM <br /> <br /> Dr. Tom DeMaio, Chairman Of the Youth Commission, <br />summarized the report on Summer Needs of Charlottesville <br />Youth. Dr. DeMaio stated there are presently educational, <br />remedial and recreational summer programs in the Ci~ty but <br />there is a need for additional programs and for coordination <br />of the programs. Dr. DeMaio requested direction from Council <br />concerning summer planning. <br /> <br /> Dr. Vincent Cibbarelli, Superintendent of City Schools, <br />stated that while he supports the concept of providing <br />summer programs, the main function of the school system is <br />to provide education to children during the school year. <br />Dr. Cibbarelli added that the schools are receptive to <br />providing services within their available resources, but <br />fundin.g for additional services would need to come from <br />the City. Dr. Cibbarelli stated that positive results ~have <br />been achieved with summer school and that it may be that <br />the school year would need to be expanded in order to meet <br />the changing needs of the community. <br /> <br /> Mr. Lawrence Burruss, School Board member, stated that <br />he felt a three-month lapse between school sessions may be <br />too long and the community might benefit from an expanded <br />school year with non-textbook, non-classroom education. <br /> <br /> Dr. DeMaio commented that an additional area of need <br />is with middle-school aged children. <br /> <br /> Mrs. Mary Reese, Chairman of the Social Development, <br />and Mr. Steve Campbell, member of the Social Development <br />Commission, commended the Youth Commission for their efforts <br />to address the needs of youth. Mr. Campbell stated that <br />the Social Development Commission supported the Community <br />Education Program and its expansion to Greenbrier and Venable <br />Elementary Schools and was supportive of a needs assessment <br />and cost estimate for expanding the program to the middle <br />schools. <br /> <br /> The question was raised about the availability of <br />using Title XX funds for the program. <br /> <br /> Ms. Selah Rainey, Coordinator of the Community Education <br />Program, stated that a committee consisting of herself, <br />Linda Peacock of the City Manager's staff, and Robert Critzer <br />of the Parks and Recreation Department, had been meeting to <br />discuss the following issues: 1) expansion of the program <br />to Venable and Greenbrier Elementary Schools, 2) extending <br />the program to provide care during holidays weeks, 3) whether <br />the program should be a full-fledged day-~care program, and <br />4) expansion of the program to the middle schools. Ms. Rainev <br />stated that the committee recommended deferring expansion into <br />the middle schools until a study could be completed. <br /> <br /> <br />
