llS <br /> <br /> Dr. Gunter briefed Council on the following recommendations <br />of the Metropolitan Planning Organization: 1) 6-1aning on <br />Route 2.9 North, 2) study impact of Meadowcreek Parkway after <br />receiving study from State, 3)'~importance of Free Bridge <br />improvements, and 4) find solution to Route 29 North situation <br />before Meadowcreek Parkway is built in order to keep the <br />parkway from becoming a bypass. <br /> <br /> Mr. Buck noted that when the Meadowcreek Parkway was <br />first approved by Council it was to be a limited access road. <br /> <br /> Mr. Donald Sours, Planning Commission member, stated that <br />he felt both short and long-term solutions should be considered <br />for Route 29 North. Mr. Sours stated that he felt 6-1aning <br />would be a short-term solution, but water considerations and <br />land acquisition for roads should be considered for the future. <br /> <br /> Mr. Buck stated that he felt major future development <br />would occur in the County and questioned whether the City should <br />take a strong position on what may inevitably be the County's <br />problem. <br /> <br /> Mr~ Sours stated that he felt the City should be involved <br />in areas where the City may be impacted. <br /> <br /> Mr. Buck recommended that the impact upon the City be <br />considered in such.areas as economics, quality of life, and <br />possible relocation of businesses. <br /> <br /> Ms. Gall Comras, Planning Commission member, stated that <br />she felt one impact on the City might be that residential <br />streets would be increasingly used as alternate routes to <br />bypass busy streets. <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />stated that the County has been considering relocating <br />commercial land to other parts Of the County which would also <br />impact the City. <br /> <br /> Mr. Huja suggested the possibility of building an inter- <br />change from the north grounds of the University of Virginia <br />to 250 Bypass to alleviate traffic on Emmet Street. <br /> <br />MEADOWCREEK DRAINAGE STUDY - DRAINAGE POLICIES PRIORITIES <br /> <br /> Mr. Bednar stated that a report had been received from <br />the consultant on the Meadowcreek Watershed end the Planning <br />Commission is in the process of setting pri-orities and developing <br />an action plan. Mr. Bednar requested Council's input on how <br />to proceed at this point. <br /> <br /> Mr. Buck stated that he felt the consultant's list could <br />be consolidated and added that he felt an action plan would <br />be helpful and may influence the nature of future studies. <br /> <br /> It was recommended that some projects in the Meadowcreek <br />area begin before beginning the studies on the Moore's Creek <br />and Rivanna Watersheds. <br /> <br /> Mr. Bednar stated that the Planning Commission would <br />have a priority list to Council in the next few months. <br /> <br /> Mr. Hendrix stated that it may be necessary to issue <br />bonds in order to adequately solve the City's drainage <br />problems. <br /> <br /> Mr. Buck stressed that the Council and not the Planning <br />Commission should deal with the issue of how to finance the <br />drainage projects <br /> <br /> <br />
