116 <br /> <br />DEVELOPMENT PLAN - URBAN DESIGN PLAN <br />MAIN STREET/CORNER PLANS <br /> <br />DOWNTOWN AND WEST <br /> <br /> Mr. Bednar stated that the Urban Design Task Force <br />had been meeting since March of 1985 and had adopted <br />goals. He stated that the Task Force is interested in <br />hiring a consultant to prepare a development plan and <br />requested Council's reaction. <br /> <br /> Mr. Buck stated-that he was in favor of the idea of <br />a development plan and added that with the completion of <br />the Vinegar Hill project it was natural to approach <br />future development with a larger,, less focused perspective.. <br />Mr. Buck suggested the possibility of revitalizing the <br />Economic Development Group to work with the Urban Design <br />Task Force which would bring in the economic/marketing <br />issue. <br /> <br /> Mr. Bednar stated that he felt coordination o~ use <br />and design of development~was important. <br /> <br /> Mr. Buck stated that he felt a larger issue was what <br />role the City should take in future development an& raised <br />the following questions: 1) Should development~ be left <br />to the private sector? 2) Shoudl the City target one or <br />two sites to work on? 3) Should the City take a role <br />similar to taht taken for the Vinegar Hill project and <br />commit to seeing an area developed? 4) Should the City <br />invest money on a consultant to look at potential develop- <br />ment projects or conduct a marketing study? <br /> <br /> Mr. Bednar notod that the Urban Design Task Force is <br />conceptual and design oriented. <br /> <br /> Mr. Lloyd Snook Planning Commission member, <br /> recommended getting input from individuals involved in <br /> ec°~.Sc.xdevel°pment- <br />et±ng ~as adjourned. <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, <br />September 11, 1985 AT 12:00 noon IN THE Basement <br />Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY .-Jeanne Cox-(signed) <br /> <br />BASEMENT CONFERENCE ROOM - September 11, 1'985 <br /> <br /> Council met in special session on this date for a <br />lunch meeting with the School Board with the following <br />members present: Mro Buckr Dr. Gunter~ Dro Hallo Absent: <br />Mr. Parnes, Mrs. Gleason. <br /> <br /> Dr. Joseph Mooney, School Board member, summarized <br />the projects and expenses for the Charlottesville High <br />School improvements: exterior~ $294~000; interior, <br />$162,000. Dr. Mooney added that after attending the <br />Capital Budget meeting he was confident that the exterior <br />projects could be completed within the funds appropriated. <br />Dr. Mooney recommended scheduling a lunch at Charlottes- <br />ville High School so that Council could see the improvements. <br /> <br /> Mr. Buck asked if there had been any donations or <br />prospects for sculpture in the Plaza area. <br /> <br /> <br />
