123 <br /> <br /> Mr. Tharpe recommended that restaurants be given a two to <br />three year moritorium before being charged rents in order to <br />plan for the extra expense. <br /> <br /> A discussion was held concerning the amount of time an <br />outdoor cafe should be in operation. <br /> <br /> Mr. Buck stated that the issue may be better settled on <br />an individual basis. <br /> <br /> Mr. Hendrix recommended that when an outdoor cafe ceases <br />to operate for the season, the equipment be removed from the <br />mall. <br /> <br /> Mrs. Gleason stated that outdoor cafes should remain in <br />operation as much as possible~because there may be other <br />restaurants who would be willing to operate a cafe in the same <br />location. <br /> <br /> Mr. Hendrix recommended that Council deal with all the <br />issues concerning the outdoor cafes at one time. <br /> <br />The issue was deferred until a later meeting. <br /> <br />PRESENTATION: VIRGINIA MUNICIPAL LEAGUE AWARD FOR PUBLIC SAFETY <br /> <br /> Mr. Buck presented Mr. Gene Rhodenizer of the Charlottes- <br />ville Police Department with an award presented by the Virginia <br />Municipal League for the City's Sobriety Checkpoint Program. <br /> <br /> Mr. Rhodenizer accepted the award and stated that the <br />program had been successful and the procedures are now being <br />utilized in over 18 states and in Europe. <br /> <br />PRESENTATION: PROCLAIMING "WHITE CANE DAY" <br /> <br /> Mr. Larry Streeter of the Charlottesville Federation of <br />the Blind, stated that legislation had been passed which <br />prohibited discrimination againt the blind and provided equal <br />employment and education opportunities. <br /> <br /> Mr. Barnes moved the resolution proclaiming October 1Sth <br />as "White Cane Day," Dr. Gunter seconded the motion, and it <br />was unanimously approved by Council. <br /> <br /> WHEREAS, the National Federation or-the Blind is the <br />largest organization of the blind in the United States, with <br />over 50,000 members; and <br /> <br /> WHEREAS, the National Federation of the Blind has been and <br />continues to be instrumental in securing through the legislative <br />process, the enactment of laws which help all blind citizens <br />to achieve first class status; and <br /> <br /> WHEREAS, "White Cane" laws have been passed in a'll SO <br />states which prohibit discrimination against the blind and <br />mandate that equal access to all public facilities and accommo- <br />dations, including but not limited to housing and transportation, <br />be afforded to blind citizens; and <br /> <br /> WHEREAS, under the provision of the law, blind persons <br />are to be provided equal employment opportunity; and . <br /> <br /> WHEREAS, through these laws, the white cane and dog guide <br />have come to be viewed as symbols of independence for blind <br />people; and <br /> <br /> WHEREAS, the National Federation of the Blind is changing <br />attitudes about blindness, which continues to help blind people <br />to actively participate in and contribute to the economic, <br />social and political life of the community; and <br /> <br /> <br />
