126 <br /> <br /> WHEREAS, this organization deserves to be <br />recognized for its positive activity in making life. <br />better for all blind people through its worthy goals <br />of security, opportunity and equality; and <br /> <br /> WHEREAS, due to these statutes, October 1Sth of <br />each year is recognized as White Cane Day, which provides <br />the National Federation of the Blind an opportunity to <br />better inform and educate the general public about the <br />goals, programs and activities of blind people. <br /> <br /> NOW, THEREFORE, we., the City Council' of the City <br />of Charlottesville, in keeping with the provisions of the <br />"White Cane" laws and the aims, goals and aspirations of <br />the National Federation of the Blind, do hereby proclaim <br />October 1S, 1985 as WHITE CANE DAY. <br /> <br />APPROPRIATION: $4,621.88 CHIP RBAPPROPRIATION (2nd reading) <br /> <br /> The $4,621.88 reappropriation to Charlottesville <br />Hous-ing Improvement Program which was offered at the <br />meeting of September 16th, was approved by the following <br />vote. Ayes: Mr..Barnes, Mr. Buck, Mrs. Gleason, Dr. GUnter. <br />Noes: None. Absent: Dr. Hall. <br /> <br /> WHEREAS, as of June 30, 198S there existed in <br />expenditure account 01-92440 of the City's General Fund <br />a balance of $4,621.88 which had been appropriated to the <br />Charlottesville Housing Improvement Program but not <br />expended; and <br /> <br /> WHEREAS, the Charlottesville Housing Improvement <br />Program has requested that such balance be carried over <br />to the current fiscal year, and the Council agrees that <br />such carryover shall be made; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $4,621.88 <br />remaining in General Fund expenditure account 01-92440 <br />on June 30, 198S is hereby carried over to be used by the <br />Charlottesville Housing Improvement Program for building <br />modifications to the homes of handicapped individuals in <br />co.ordination with the Home Safety Program of the Jefferson <br />Area Board for Aging. <br /> <br />APPROPRIATION: $3,500 - PURCHASE OF LAW BOOKS FOR GENERAL <br />DISTRICT COURT (2nd reading) <br /> <br /> The $3,500 appropriation for the General District <br />Court which was offered at the meeting of September 16th, <br />was approved by the following vote. Ayes: Mr. Barnes, <br />Mr. Buck, Mrs. Gleason, Dr. Gunter. Noes: None. Absent: <br />Dr. Hall. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $3,S00 is hereby <br />appropriated from the unappropriated balance of the <br />General Fund to expenditure account 01-12020-5203 to <br />purchase books for the law library of the General District <br />Court. <br /> <br />APPROPRIATION: $43,088 OVERTIME FOR FIRE DEPARTMENT <br /> <br /> Mr. O'Connell reviewed the report concerning the <br />effects of the Fair Labor Standards Act and the City's <br />efforts to comply with the law. It was staff's recommenda- <br />tion to pay overtime to Fire Department staff and this <br />appropriation reflected the expenses involved. <br /> <br /> Dr. Gunter congratulated the staff on providing an <br />excellent report to Council. <br /> <br /> <br />
