126 WHEREAS, this organization deserves to be recognized for its positive activity in making life. better for all blind people through its worthy goals of security, opportunity and equality; and WHEREAS, due to these statutes, October 1Sth of each year is recognized as White Cane Day, which provides the National Federation of the Blind an opportunity to better inform and educate the general public about the goals, programs and activities of blind people. NOW, THEREFORE, we., the City Council' of the City of Charlottesville, in keeping with the provisions of the "White Cane" laws and the aims, goals and aspirations of the National Federation of the Blind, do hereby proclaim October 1S, 1985 as WHITE CANE DAY. APPROPRIATION: $4,621.88 CHIP RBAPPROPRIATION (2nd reading) The $4,621.88 reappropriation to Charlottesville Hous-ing Improvement Program which was offered at the meeting of September 16th, was approved by the following vote. Ayes: Mr..Barnes, Mr. Buck, Mrs. Gleason, Dr. GUnter. Noes: None. Absent: Dr. Hall. WHEREAS, as of June 30, 198S there existed in expenditure account 01-92440 of the City's General Fund a balance of $4,621.88 which had been appropriated to the Charlottesville Housing Improvement Program but not expended; and WHEREAS, the Charlottesville Housing Improvement Program has requested that such balance be carried over to the current fiscal year, and the Council agrees that such carryover shall be made; now, therefore, BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the sum of $4,621.88 remaining in General Fund expenditure account 01-92440 on June 30, 198S is hereby carried over to be used by the Charlottesville Housing Improvement Program for building modifications to the homes of handicapped individuals in co.ordination with the Home Safety Program of the Jefferson Area Board for Aging. APPROPRIATION: $3,500 - PURCHASE OF LAW BOOKS FOR GENERAL DISTRICT COURT (2nd reading) The $3,500 appropriation for the General District Court which was offered at the meeting of September 16th, was approved by the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter. Noes: None. Absent: Dr. Hall. BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the sum of $3,S00 is hereby appropriated from the unappropriated balance of the General Fund to expenditure account 01-12020-5203 to purchase books for the law library of the General District Court. APPROPRIATION: $43,088 OVERTIME FOR FIRE DEPARTMENT Mr. O'Connell reviewed the report concerning the effects of the Fair Labor Standards Act and the City's efforts to comply with the law. It was staff's recommenda- tion to pay overtime to Fire Department staff and this appropriation reflected the expenses involved. Dr. Gunter congratulated the staff on providing an excellent report to Council.
