128 <br /> <br />Investors Savings and Loan <br />First Virginia Bank <br />Virginia Federal Savings & Loan <br />First American Savings <br />Jefferson Savings & Loan <br /> Association <br /> <br />Charlottesville Virginia <br />Charlottesville Virginia <br />Charlottesville Virginia <br />Charlottesville Virginia <br /> <br />Charlottesville Virginia <br /> <br />RESOLUTION: AUTHORIZING SPECIAL PERMIT FOR HIGHER DENSITY AT <br />lllS ~--~TLAND STREET <br /> <br /> Mr. Huja gave the following-reasons for the Planning <br />Commission's recommendation of 48 apartment units at 1215 <br />Wertland Street: 1) It is in harmony with the Lane Use <br />Plan of the Comprehensive Plan, 2)° It will not have any <br />significant adverse impact on the surrounding neighborhood <br />if conditions are met. Mr. Huja added that this approval <br />was conditioned upon the following: 1) That a detailed <br />landscaping plan be provided which includes adequate buffer <br />plantings along the rear and side property line of the <br />lower parking lot adjacent to resi-dential development and <br />zoning, 2) That detailed storm water run-off calculations <br />be provided to further determine the adequacy off the <br />storm water detention system proposed, 3) That details be <br />provided for the location and type of required recreational <br />amenities both indoor and outdoor, 4) That required out-of- <br />uni~ storage be provided, along with laundry facilities, <br />5) That a site plan be approved administratively which <br />addressed the above conditions and includes the following: <br />a) Zoning of the site and adjacent properties, b) Details <br />on all property boundaries and on the ~mprovements existing <br />at .the street frontage, c) Sidewalk connections to the <br />street sidewalks, d) Location of all correct minimum <br />building setback lines, and e) The percentage of slopes on <br />the parking and access area. 6) A grading and soil erosion/ <br />sediment control plan will have to be submitted for review <br />and approval prior to final site plan approval, and 7) The <br />retaining wall shown on the plan must be relocated out the <br />sewer easement. <br /> <br /> Mr. Buck questioned the. financial impact on the <br />applicant of reducing the number of units from' 52 to 48. <br /> <br /> Mr. Huja stated that the applicant's original concerns <br />were with reducing the number of units to approximately <br />30, but that the financial impact would be m~nimal with <br />48 units. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, <br />the resolution authorizing a special permit for higher <br />density at 1215 Wertland Street was unanimously approved <br />by Council. <br /> <br /> WHEREAS, Thomas C. Hickman (Corner Village Condominiums) <br />has submitted an application for a special permit to <br />construct 48 studio apartments/condominiums on the <br />properties at 1215 Wertland Street; and <br /> <br /> WHEREAS, following a joint public hearing before <br />this Council and the Planning Commission, duly advertised <br />and held on September 10, 1985, this Council finds that <br />such use will conform to the standards set forth in <br />Section 31-28.1 of the City Code and to the criteria <br />applicable to special permits generally under Chapter 31 <br />of the City Code; now, therefore, <br /> <br /> BEFIT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that a special permit is granted <br />pursuant to City Code Section 31-28, as amended, to <br />construct 48 studio apartments/condominiums on City Real <br />Property Tax Map 4 as parcels 245.1 and 304, having <br />collectively 211 feet of frontage on Wertland Street and <br />containing approximately 101,060 square feet of land. or <br /> <br /> <br />
