138 <br /> <br /> On a question .from Mr. Buck concerning whether the <br />lines would be underground, Mr. Wiley responded that the <br />lines would be governed by the type of lines used by Centel. <br /> <br /> Mr. Buck stated that he would not support additional <br />above ground lines anywhere. <br /> <br /> Mr. Reggie Jones, representing Sout~ernNet, Inc., <br />stated that the newly formed company would provide.state- <br />of-the-art telecommuniations, with Charlottesville being <br />the hub of the network. Mr. Jones stated that SouthernNet <br />wanted to underground the cable and would use Centel's <br />existing underground ducts. <br /> <br /> Mr. Buck recommended changing the wording in the <br />ordinance with regard to undergrounding the cable. <br /> <br /> Mr. Jones stated that the present franchise was for <br />only five years, though SouthernNet would probably request <br />a thirty-year franchise before the end of the five years. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the <br />ordinance entitled "AN ORDINANCE GRANTING A TELECOM~4UNICATIONS <br />FRANCHISE TO SOUTHERNNET OF VIRGINIA, INC., ITS SUCCESSORS <br />AND ASSIGNS, TO USE THE STREETS ANDOTHER PUBLIC PLACES OF <br />THE CITY OF CHARLOTTESVILLE, VIRGINIA, FOR ITS POLES, WIRES, <br />CONDUITS, CABLES AND FIXTURES, FOR A PERIOD OF FIVE CS) <br />YEARS" was offered and carried over to the next meeting for <br />consideration. <br /> <br />ORDINANCE: GRANTING FRANCHISE TO CLIFTON FORGE-WAYNESBORO <br />TELEPHONE COMPANY TO INSTALL LONG-DISTANCE TELEPHONE CABLE <br /> <br /> Mr. Fred Payne, representing Clifton Forge-Waynesboro, <br />stated that the cable would link Charlottesville to Clifton <br />Forge, Waynesboro, Harrisonburg and the Shenandoah Valley <br />and would utilize conduit already underground. Mr. Payne <br />stated that Clifton Forge-Waynesboro Telephone Company had <br />no plans to install any overhead lines except on a <br />temporary emergency basis. <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Gunter, the <br />ordinance entitled "AN ORDINANCE GRANTING A TELECOMMUNICATIONS <br />FRANCHISE TO CLIFTON FORGE-WAYNESBORO TELEPHONE COMPANY, <br />ITS SUCCESSORS AND ASSIGNS, TO USE THE STREETS AND OTHER <br />PUBLIC PLACES OF THE CITY OF CHARLOTTESVILLE, VIRGINIA, FOR <br />ITS POLES, WIRES, CONDUITS, CABLES AND FIXTURES, FOR A <br />PERIOD OF FIVE .(S) YEARS" was offered and carried over to <br />the next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Hendrix stated that Mrs. Fleckinger on Meadow- <br />brook Road had requested an easement so that they could <br />connect with the City sewer 'line. Mr. Hendrlx stated that <br />the connection would be made at the Fleckinger's expense. <br /> <br /> On motion by Dr. Gunter, seconded by Dr. Hall, the <br />resolution authorizing an easement on Meadowbrook Road <br />was unanimously approved by Council. _ <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, <br />Council unanimously voted to meet in executive session <br />to discuss personnel matters, acquisition of property <br />and pending litigation as exempted by Section 2.1-344(a) <br />(1), (2), and (6) of the Virginia Freedom' of Information <br />Act. <br /> <br /> <br />
