139 <br /> <br />eting was adjourned. ~ <br />r~-~esi~ent ~1 <br /> NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, <br />November 13, 1985 AT 12:00 noon IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Lunch meeting with School Board <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM November 13, 1985 <br /> <br /> Council met in special session on this date for a <br />lunch meeting with the School Board with the following <br />members present: Mr. Barnes, Mr. Buck, Mrs. Gle~son, <br />Dr. Gunter. Absent: Dr. Hall. <br /> <br /> Dr. Vincent Cibbarelli, Superintendent of Schools, <br />listed the following assumptions the administration was <br />making regarding the upcoming budget: 1) raises for school <br />personnel, 2) lower pupil/teacher ratio, 3) increased enrollment <br />at lower grades, 4) increased State support for education in <br />FY 86-87, $) expansion of summer school, 6) identification of <br />at-risk pre-school children, 7) increased alternative education <br />programs, 8) implementation of race relations study recommenda- <br />tions, and 9) study demographics of school districts regarding <br />population and racial balance. <br /> <br /> Ms. Alicia Lugo, Chairman of the School Board, stated <br />that the community was very supportive of the school system <br />and that the schools were becoming increasingly concerned with <br />the total development of children. Ms. Lugo stated that a <br />major goal of the School Board was to have public schools <br />exceed what private schools provide. <br /> <br /> Ms. Lugo stated that the Family Life Program, done in <br />conjunction with the Monticello Area Community Action Agency, <br />was attempting to help involve parents in the schools. <br /> <br /> Mr. Buck, discussing the upcoming budget process, cautioned <br />the School Board that the same proportion of new City money <br />may not be able to be given to the School Board as has been <br />mn the past, noting that many of the proposed increases in the <br />school budget would be accumulative in nature. Mr. Buck requested <br />that the schools continue to look sensitively at their budget <br />in relation to the overall City budget. <br /> <br /> Dr. Cibbarelli stated that he understood that any increases <br />would need to be reasonable and justifiable. <br /> <br /> Ms. Lugo stated that very favorable reports had been <br />received from groups who had used the Charlottesville High School <br />Performing Arts Center. <br /> <br /> Mr. Jim Dunbar, of the School Admini-stration, stated that <br />options are being explored for a feasibility study to investi- <br />gate using Jefferson School as a central administration facility, <br />and that he felt the study could be funded out of the school's <br />operating budget. <br /> <br /> Ms. Andrea Robinson, Coordinator of School-Community <br /> Relations, stated that November 17th began National Education <br /> Week, and she listed events scheduled. <br />~eting~ wal adjourned. <br /> <br /> <br />
