144 <br /> <br />Barnes, Mr. Buck, Dr. Gunter, Dr. Hall. <br />Absent: Mrs. Gleason~ <br /> <br />Noes: None. <br /> <br />ORDINANCE: AUTHORIZING SALE OF CITY PROPERTY ON 14TH STREET <br />(2nd reading) <br /> <br /> Mr. Wiley stated that the contract included a <br />provision that if the proposed parking garage is not <br />built, the property can be bought back by the City at <br />the originate, sale price. <br /> <br /> The ordinance entitled "AN ORDINANCE AUTHORIZING <br />THE SALE OF CITY PROPERTY AT 14TH AND WERTLAND STREETS, <br />N.W." which was offered at the meeting of July 1st, was <br />approved by the following vote. Ayes: Mr. Barnes, Mr. <br />Buck, Dr. Gunter, Dr. Hall. Noes: None. Absent: Mrs. <br />Gleason. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Buck stated that the meeting on Thursday, <br />November 21st concerning the Ridge Street bridge had <br />been relocated to the Independence Resource Center, 218 <br />Ridge Street. <br /> <br /> On motion by Dr. Gunter, seconded by Dr. Hall, <br />Council unanimously voted to meet in executive session <br />to discuss personnel matters as exempted by Section 2.1- <br /> <br /> 344(a~,.(1) of the <br />ing <br /> <br />Virginia Freedom of Information Act. <br />was adjourned. <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD on-Thursday, <br />November 21, 198S AT ?:30 p.m. IN THE Independence Resource <br />Center~ 218 Ridge Street. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Meeting to discuss proposed expansion of Ridge Street <br />Bridge <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox [signed) <br /> <br /> Council met in special session on this date with the <br />following me~bers present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Gunter, Dr. Hall. <br /> <br /> Mr. Buck stated that the purpose of the meeting was to <br />discuss the proposed expansion of the Ridge Street bridge, <br />but that no decision would be made until the December 2nd <br />meeting-. <br /> <br /> Mr. John Berberich, City Engineer, presented the <br />various designs for the bridge. <br /> <br /> Mr. Walter Payne of 211 Hartman's Mill Road, requested <br />clarification of the impact on the Trailways Bus Station <br />parking lot. <br /> <br /> Mr. Jim Marshall, Traffic Engineer, explained that <br />the required raising of .the bridge by five feet would mean <br />that the road would be higher in front of the Mt. Zion <br />Baptist Church and the bus parking lot. Mr. Marshall <br />pointed out that the grade would be the same for either the <br />four-lane or five-lane bridge. <br /> <br /> Ms. Laura Robinson questioned how the entrance of the <br />church would be affected. <br /> <br /> <br />
