145 <br /> <br /> Mr. Marshall replied that a retaining wall would be built <br />in front of the church which would range in height from <br />approximately three feet to six feet. <br /> <br /> Ms. Frances Walton asked what control the City has over <br />the height of the bridge. <br /> <br /> Mr. Buck stated that there are State specifications that <br /> the bridge must meet for safety purposes. <br /> <br /> Mr. Bob Newman asked .if a stacking lane could be provided <br /> with a four-lane wide bridge. <br /> <br /> Mr. Berberich stated that a stacking lane would be possible. <br /> <br /> Mr. Michael Costanza stated that he was concerned with <br />pedestrian safety should the bridge be five-lanes wide. <br /> <br /> Mr. ~ugene Williams stated that he appreciated the special <br />meeting and requested that the bridge be kept to four-lanes <br />wide in order to protect the neighborhood. <br /> <br /> A citizen requested that the possibility of lowering the <br />tracks be explored rather than raising the bridge. <br /> <br /> Mr. Gib Akin requested that the bridge not be widened to <br />prevent any .possibility of widening the remainder of Ridge <br />Street in the future. Mr. Akin added that he felt the City <br />should build the bridge for what the City wants the road to <br />be, not to meet future predictions. <br /> <br /> Ms. Linda Bowen, P~esiden~ of the Federation of Neighborhood <br /> Associations, read a statement opposing a five-lane bridge which <br /> was signed by the following neighborhood associations: Fifeville, <br /> North Downtown, Rose Hill, Fry Springs, Johnson Village, Jefferson <br /> Park Avenue, Venable, Greenbrier, Barracks Road, Charlottesville <br /> High School, Belmont and Orangedale. <br /> <br /> Mr. Terrell requested a more accurate description of the <br />retaining wall in front of the church and its impact. <br /> <br /> Mr. Gaines stated that he felt the City should consider <br />building a three-lane bridge itself. <br /> <br /> Mrs. Gleason pointed out that regardless of whether the <br />City or Highway Department built the bridge, and regardless of <br />its width, the elevation would remain the same. <br /> <br /> Mr. Tom Fitch, Director of Downtown Charlottesville, Inc., <br />stated that the Board of DCI was in favor of a five-lane bridge. <br /> <br /> Mr. John Conover stated that he would not like to see the <br />southbound right turn lane on Mclntire Road removed in favor <br />of another through lane. <br /> <br /> Mr. Walter Payne asked if design drawings would be available <br />and asked that information be provided on how the bridge would <br />affect the church's status as an historic landmark. <br /> <br /> Mr. Marshall stated that design drawings would be available <br />in a few months. <br /> <br /> Responding to a question by Mr. Booker Reeves, Mr. Buck <br />stated that neither the church' nor Trailways would be responsible <br />for any expenses associated with the bridge construction. <br /> <br /> Responding to a question by Ms. Clarisa Bell concerning <br />the possibility of installing a traffic light at the corner <br />of Monticello Avenue and Ridge Street, Mr. Marshall stated that <br />the State has been asked to investigate the need. <br /> <br /> Ms. Teresa Walker stated that she felt that if the bridge <br />was five lanes wide then the remainder of Ridge Street would <br />soon be made four lanes. <br /> <br /> <br />
