146 <br /> <br /> It was requested that the Highway Department be <br />asked for an estimate for lowering the railroad tracks. <br /> <br /> Mr. Marshall noted that the Highway Department's <br />four-lane design for the bridge matched the width of the <br />adjoining street and that the normal width for a four-lane <br /> <br /> bridge was wider. <br />  <br />meeting <br />~Presiden't <br /> <br />was adjourned. <br /> <br />COUNCIL CHAMBER December 2, 1985 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Gunter, Dr. Hall. <br /> <br />MINUTES <br /> <br /> On motion by Dr. Hall, seconded by Dr. Gunter, the <br />minutes of November 18th were approved as presented, with <br />Mrs. Gleason abstaining. <br /> <br />PUBLIC <br /> <br /> Rev. Alvin Edwards, minister of Mt. Zion Baptist <br />Church, requested further information on the impact on <br />the church of the Ridge Street bridge construction. <br /> <br /> Mr. Jim Marshall, Traffic Engineer, stated that <br />further details have been requested from the Highway <br />Department. <br /> <br />PRESENTATION: DAVID S. LIEDERMAN, EXECUTIVE DIRECTOR, CHILD <br />WELFARE LEAGUE OF AMERICA <br /> <br /> Mr. David Liederman, Executive Director of the Child <br />Welfare League of America, described the Child Welfare <br />League as a national organization which coordinates <br />agencies that provide services for children and youth and <br />provides quality control for both public and private <br />agencies. Mr. Liederman stated that following a very <br />lengthy process, the Charlottesville Department of'Social <br />Services was presented with its certification for accredi- <br />tation, only one of 22 public agencies in the country to <br />receive certification. <br /> <br />PRESENTATION: SOCIAL DEVELOPMENT COMMISSION - RACE RELATIONS <br />AND EMPLOYMENT STUDY <br /> <br /> Ms. Mary Reese, Chairman of the Social Development <br />Commission, stated that the Race Relations and Employment <br />Task Force looked at equality and equity in employment. <br /> <br /> Mr. David Toscano, Chairman of the Task Force, stated <br />that gains have been made in minority employment, but more <br />are needed. Mr. Toscano stated that black unemployment is <br />double that of white and blacks are clustered ~n service <br />occupations. Mr. Toscano gave the following major <br />recommendations of the Task Force: 1) a Minority Business <br />Enterprise Committee should be established, 2) the City <br />should strengthen its Affirmative Action Plan, 3) The City <br />should increase its career training and development efforts <br />through a career development program and the use of a <br />"skill" bank. <br /> <br /> Mr. Toscano requested that Council accept the challenge <br />of implementing the Task Force's recommendation and accept <br />the report. Mr. Toscano noted that a second phase would <br />research minority employment in the private sector. <br /> <br /> <br />
