Regarding minority representation on Council-appointed <br />boards and commissions, it was recommended that additional <br />recruitment steps be taken such as notification sent to <br />neighborhood associations, the NAACP and local churches. <br /> <br /> Dr. Hall complimented the Task Force for producing a <br />comprehensive report. <br /> <br /> Mr. Buck requested that the City Manager report back <br />on implementation and cost factors of the recommendations. <br /> <br />STAFF REPORT: RIDGE STREET BRIDGE <br /> <br /> Mr. Barnes stated that he felt the issue of lowering the <br />tracks under the bridge should be explored to see if it would <br />be economically feasible. <br /> <br /> Mr. Buck agreed that lowering of the tracks should be <br />addressed, but stated that the issue of four versus five lanes <br />was a separate issue. <br /> <br /> Mrs. Gleason made a motion to reaffirm Council's previous <br />decision to request the Highway Department to construct a four- <br />lane wide bridge and mark the bridge for three lanes one being <br />a stacking lane. ' <br /> <br />Dr. Gunter seconded the motion. <br /> <br /> Mr. Barnes stated that while five lanes would provide <br />flexibility for the future, he appreciated the. concern expressed <br />by the neighborhood and would support~ four lanes. <br /> <br /> Mr. Buck stated that while he under, stood the reasoning <br />behind five lanes, concerns about the negative impact to the <br />neighborhood caused doubt concerning its advisability. Mr. <br />Buck added that while it is important to look to the future, <br />the City must also think of the present. <br /> <br /> Council unanimously approved the four-lane width for the <br />Ridge Street bridge, to be marked for three lanes. <br /> <br /> Mr. Hendrix stated that the Highway Department has already <br /> been asked for a report on lowering the tracks under the bridge. <br /> <br />STAFF REPORT:- DOWNPAYMENT AND CLOSING COST ASSISTANCE_~PROGRAM <br /> <br /> Mr. Buck recommended that the proposed program charge 4% <br /> interest repayable either when the property is sold or after <br /> 30 years. <br /> <br /> Dr. Gunter stated that she did not feel interest should be <br />charged if the amount is insignificant, especially since the <br />goal is to encourage home ownership. <br /> <br /> Mr. Roger Wiley, City Attorney, stated that the Housing <br />Authority could refinance the loan after 30 years. <br /> <br /> Mr. Barnes made a motion that the program charge 4% simple <br />interest peryear payable after 30 years or when the house ~s <br />sold. Mr. Buck seconded the motion. <br /> <br /> Mr. Barnes' motion was defeated by the following vote. <br />Ayes: Mr. Barnes, Mr. Buck. Noes: Mrs. Gleason Dr. Gunter, <br />Dr. Hall. ' <br /> <br /> Dr. Gunter made a motion that the program charge no <br />interest if the house is lived in for 30 years.
