149 <br /> <br /> Mrs. Gleason made a motion that the program charge 4% <br />interest if the house is sold before 30 years time. Dr. <br />Hall seconded the motion and it was approved by the <br />following vote. Ayes: Mr. Barnes, Mrs. Gleason, Dr. <br />Gunter, Dr. Hall. Noes: Mr. Buck. <br /> <br />STAFF REPORT: HOUSING ASSISTANCE PLAN <br /> <br /> Mr. Hendrix stated that the Housing Assistance Plan <br />must be approved in order for the City to qualify for <br />certain programs. <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />~stated that the plan outlines the need for assistance <br />in housing and proposes goals in proportion to the need. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, <br />the Housing Assistance Plan was unanimously approved by <br />Council. <br /> <br />STAFF REPORT: FONTAINE AVENUE REZONING <br /> <br /> Mr. Hendrix stated that the County had recently <br />changed its comprehensive plan on Fontaine Avenue outside <br />the City limits and a request to rezone land there was <br />pending. Mr. Hendrix added that the City staff was concerned <br />with negati-e impact to the City. <br /> <br /> Mr. Huja stated that staff's primary concerns about <br />the land being rezoned for a shopping center were: 13 no <br />immediate thoroughfare was planned, 2) it would have a <br />significant negative impact on the surrounding neighborhood, <br />3) there is sufficient lane already zoned commercial, and <br />4) i~ is one of the few nice entrances to the City which <br />would be negatively impacted by the rezoning. Mr. Huja <br />stated that the staff's recommendation would probably be <br />against rezoning were the land in the City. <br /> <br /> Dr. Charles Hurt, developer of the land proposed for <br />rezoning, stated that the land probably would not be <br />developed for ten to twenty years and requested that Council <br />support the rezoning because he felt it would be an <br />attractive development and would be appropriate for the area. <br /> <br /> Mr. Buck stated that he was concerned about the <br />rezoning because of increased traffic problems into the <br />City and especially on Jefferson Park Avenue and because <br />it would put a major commercial area next to a residential <br />area. <br /> <br /> It was agreed that the matter would be deferred until <br />the December 16th meeting. <br /> <br />APPROPRIATION: ADJUSTMENT - SCHOOL CONSTRUCTION (2nd reading) <br /> <br /> The Adjustment Appropriation for School Construction <br />which was offered at the November 18th meeting was approved <br />by the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> WHEREAS, the Council has previously approved the <br />appropriation of certain sums from the School Constmuction <br />Fund of the City on February 22, 1983 for capital improve- <br />ments to the Charlottesville High School; and <br /> <br /> WHEREAS, it now appears that portions of the amounts <br />originally appropriated to some of these accounts are not <br />needed for the purposes or activities for which they are <br />designated, that part of these unneeded funds should be <br />reappropriated for increased debt service costs in connection <br />with this project and the remainder returned to the unappro- <br />priated balance of the School Construction Fund, now, therefore, <br /> <br /> <br />
