City does not <br />employ any .graduates of the Planning Department or Public <br />Administration Department of the University of Virginia who <br />are blacks and that there is no black planner for the City and <br />no professional black administrator on the City Manager's staff. <br />Dr. Harris stated that he felt the staff report needed closer <br />scrutiny before being ac-epted. Dr. Harris stated that he felt <br />the Ci.t¥ should not be general in terms of affirmative action <br />and hiring and added that he didnot have confidence in minority <br />representation on boards and commissions because positions had <br />been denied for qualified blacks in the past. <br /> <br /> Mr. Buck stated that some of Dr. Harris' accusations were <br />not valid but that he did not wish to debate the issues with him. <br /> <br /> Ms. Grace Tinsley asked that a study be done on the <br />feasibility of ensuring minority representation on boards. <br /> <br /> Mr. James King stated that he felt a policy change <br />regarding board representation would provide an invitation <br />for other jurisdictions to have minority representation on <br />boards where there are representatives from different <br />localities. <br /> <br /> Dr. Hall stated that he appreciated hearing the public's <br />response to the staff report. <br /> <br /> Mr. Buck recommended that the Council take the comments <br />under consideration and that the matter be considered again <br />at the February 18th meeting. <br /> <br />STAFF REPORT: PERCENT FOR ART PROGRAM <br /> <br /> Mr. Hendrix summarized the Percent for Art Program' <br />proposed by the staff which would set aside 1% of the total <br />cost of capital projects for art. Mr. Hendri× .stated that if <br />approved by Council, the program would be included in the <br />budget. <br /> <br /> Mrs. Gleason stated that she was in favor of the proposed <br />program. <br /> <br /> Mr. Barnes stated that he opposed the mandatory nature of <br />the program, especial'ly since Charlottesville is receptive to <br />the arts. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, the <br />Percent for Art Program was approved by the following vote. <br />Ayes: Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: <br />Mr. Barnes. <br /> <br />STAFF REPORT: DRAINAGE <br /> <br /> Mr. Hendrix stated that staff agreed with all but one of <br />the drainage recommendations made by the Planning Commission. <br />Mr. Hendrix summarized the major recommendations and suggested <br />that Council hold a public hearing on the recommended priorities. <br /> <br /> Mrs. Gleason questioned whether joint public/private <br />financing of drainage projects would be feasible. <br /> <br /> Mr. Hendrix stated that there were problems involved in <br />public/pri.vate financing. <br /> <br /> Mr. Roger Wiley, City Attorney, stated that it was legally <br />possible to compel people to contribute to drainage projects. <br /> <br /> Mr. Buck requested a staff report on the options of <br />sharing costs for drainage projects. In addition, Mr. Buck <br />requested tht old drainage priority list be provided to <br />Council and asked that the old and present list be published <br />in the newspapers before the public hearing, and that the <br />public hearing also be held on the criteria used in developing <br />the priorities. <br /> <br /> <br />
