166 <br /> <br /> The public hearing on drainage priorities was <br />scheduled for February 18th. <br /> <br />STAFF REPORT: FEDERAL BUDGET IMPACT <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that <br />no drastic changes were expected this year as a result of <br />the proposed federal budget cuts, but that a decrease of <br />$915,00.0 in federal revenue could be expected in the next <br />year, mostly as a result of a loss of general revenue <br />sharing funds. Mr. O'Connell stated that other areas <br />that may be decreased include: Community Development <br />Block Grant funds, housing assistance monies, transit, <br />and highway assistance programs. <br /> <br /> Mr. Buck stated that while cutting the federal budget <br />was necessary, social funding was being cut disproportionately. <br />Mr. Buck recommended writing to the President and Congress <br />opposing the disproportionate cuts in spending programs. <br /> <br /> Dr. Gunter made a motion to go on record opposing and <br />asking for reconsideration of the cuts that will result <br />from the Gramm-Rudman-Hollings bill, especially those <br />impacting localities. Dr. Hall seconded the motion. <br /> <br /> Mr. Barnes stated that he would prefer to see the <br />language used in the letter before voting. <br /> <br /> The matter was deferred until January 27th. <br />APPROPRIATION: $50.00 DONATION TO FIRE DEPARTMENT <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the <br />$50.00 contribution to the Fire Department was approved <br />by the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> " BE iT RESOLVED, Jb? t'he CoUndil o'f the City of -~ <br />',.'Charlottesville, Virginia, tha~ the sum of $50.00, <br /> received as donations to the City Fire Department from <br /> various donors, is hereby received as revenue in the <br /> General Fund and appropriated to expenditure account <br /> 01-22012-5203 to be expended as directed by the Fire Chief <br /> for the benefit of Fire Department personnel. <br /> <br />APPROPRIATION: <br /> <br />COURT <br /> <br />$6,700 <br /> <br />COMPUTER EQUIPMENT FOR GENERAL DISTRICT <br /> <br /> Mr. Hendrix stated that the appropriation would <br />allow the General District Court to purchase a computer <br />which would link up with the State Supreme Court system <br />and do other in-house functions. Mr. Hendrix stated <br />that the system would not be compatible with the City's <br />Hewlett-Packard system. <br /> <br /> Mr. Carlton Calk, Clerk of the General District Court, <br />requested the computer to help with the court's case load <br />and financial system. <br /> <br /> Mr. Buck questioned why the request was being made <br />now and not during the budget process. <br /> <br /> Mr. O'Connell stated that the request had been cut <br />out of last year's budget because it was staff's hope <br />that it could be financed in a different manner, but it <br />was found that this was infeasible, so the request was <br />being made as a direct appropriation. <br /> <br /> Mr. Barnes stated that because the appropriation was <br />not an emergency, he would prefer that the item be <br />considered during the budget process. <br /> <br /> <br />
