167 <br /> <br /> It was the consensus of Council to consider the request <br />during the budget process. <br /> <br />RESOLUTION: SUPPORTING GENERAL ASSEMBLY APPROPRIATION TO VIRGINIA <br />DEPARTMENT FOR THE AGING <br /> <br /> Mr. Hendrix stated that the Jefferson Area Board for the <br />Aging requested that Council approve the resolution. <br /> <br /> Mr. Barnes moved the resolution, amending it to read <br />"sufficient funds" instead of the dollar figure. The resolution <br />supporting the General Assembly appropriation to the Virginia <br />Department for the Aging was seconded by Dr. Gunter and unani- <br />mously approved by Council. <br /> <br /> WHEREAS, the elderly population of Virginia continues to <br />increase, and includes a substantial proportion of poor, as <br />well as frail and disabled in need of special servmces; and <br /> <br /> WHEREAS, a network of 25 area agencies on aging has been <br />established throughout the Commonwealth to administer a <br />comprehensive, coordinated system of services to older <br />Virginians; and <br /> <br /> WHEREAS, each local area experiences different, critical <br />gaps zn meeting the needs of the elderly, and all areas anticipate <br />an expanding demand for life sustaining services and a marked <br />decrease in federal funding under the Older Americans Act in <br />the upcoming biennium; and <br /> <br /> WHEREAS, the Code of Virginia (2.1-373.4) states, "The <br />General Assembly declares that it is the policy of the <br />Commonwealth to support the development of community-based <br />resources to avoid inappropriate institutionalization of the <br />impaired elderly;" and <br /> <br /> WHEREAS, the General Assembly's Joint Subcommittee on <br />Hunger and~Malnutrition has already recommended a substantial <br />increase in the State's support of nutrition and supportive <br />services for the elderly~; . <br /> <br /> ~NOW, THEREFORE, BE IT RESOLVED that the Cit~ Council <br />of the City of Charlottesville urges the Virginia General <br />Assembly to authorize and appropriate sufficient funds for <br />the 1986-88 biennium to the Virginia Department for the Aging <br />for distribution to area agencies on aging to maintain a <br />range of' locally 'determined life sustaining services to be <br />provided to frail and disadvantaged older individuals. <br /> <br />ORDINANCE: UNLAWFUL PLACEMENT OF REFUSE INTO THE CITY <br /> <br /> Mr. Hendrix stated that complaints had been received <br />about non-residents of the City bringing their refuse into <br />the City and that there presently was no ordinance prohibiting <br />this. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the <br />ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN ARTICLE <br />II OF CHAPTER 23 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br />1976, AS AMENDED, BY ADDING A NEW SECTION NUMBERED 23-6.1, <br />PROHIBITING BRINGING GARBAGE OR REFUSE INTO THE CITY AND <br />DEPOSITING IT FOR COLLECTION, AND PRESCRIBING THE PENALTY <br />THEREFOR!t was offered and carried over to the next meeting <br />for consideration. <br /> <br />OTHER BUSINESS <br /> <br /> ~Mr. Wiley stated that he had attended a joint House <br />Appropriations and Senate Finance Committees education <br />subcommittee public hearing and conveyed, at the request <br />of the Mayor, the City's concern about State mandating of <br />teacher salaries. <br /> <br /> A meeting was set for January 27th in order for Council <br />to discuss the proposed legislation. <br /> <br /> <br />
