177 <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottes- <br />ville, Virginia, that the Council reaffirms its support for <br />public education and its commitment to making the compensation <br />of its public school teachers attractive to highly qualified <br />individuals; and <br /> <br /> BE IT FURTHER RESOLVED that the General Assembly is <br />respectfully requested to delete from Item 155-of the <br />Budget Bill any language mandating teacher salary increases <br />or other specific levels of local expenditure for public <br />schools, and to defer action on any significant changes in <br />school funding methodology or the distribution of state <br />education funds to localities, until the Joint Legislative <br />Audit and Review Commission can complete its updated analysis <br />of local fiscal stress and can make recommendations for <br />linking the results of that updated analysis to the composit <br />index of local ability to pay used to determine the distribution <br />of public education funds. <br /> <br /> BE IT FURTHER RESOLVED, that the Clerk of the CounciI is <br />directed to send copies of this resolution to the Governor, <br />Secretary of Education, the Chairmen of the Senate Finance <br />and House Appropriations Committees of the General Assembly <br />and Charlottesville's representatives in the General Assembly. <br /> <br /> Mr. Buck stated that a subcommittee of City, County and <br />University officials had made a proposal to each of the <br />governing bodies and recommended that a joint public hearing <br />with the Planning Commission be held on the proposal on <br />February 18th. <br /> <br /> Mr. Jim Shisler, representing the Dogwood Festival, <br />requested that the name of 250 Bypass be changed to Veteran's <br />Memorail Drive. <br /> <br /> Mr. Buck requested that the staff study the proposal and <br />report back. <br /> <br /> On motion by Dr. Gunter, seconded by Mrs. Gleason, Council <br />voted to meet in executive session to discuss personnel matters, <br />acquisition of property and potential litigation as exempted <br />by Section 2.1-344(a)(1), (2), and (6) of the Virginia Freedom <br />of Information Act. <br /> <br /> The meeting was adjourned. <br /> <br />RESOLUTION: GRANTING EASEMENT DEEDS TO VIRGINIA POWER.FOR ACCESS <br />TO PEN-~K FOR INgTALL-~TI'gN -OF LIGHTS ~left out of previous page) <br /> <br /> BE IT RESOLVED BY.THE Council of the City of <br />Charlottesville, that the Mayor is hereby authorized to execute <br />on behalf of the City the following document, in form <br />approved by the City Attorney: <br /> <br />Two easement deeds granting Virginia Power access to Pen <br />Park for installation of lights. <br /> <br /> ~ copy of such document shall be kept on file with the <br />minutes of the Council meeting at which this resolution was <br /> <br /> NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF-THE COUNCIL WILL BE HELD ON Wednesday, <br />February 12, 1986 .AT 12:00 noon IN THE Downtown Recreation <br />Center, 9th and Market Street, '2nd floor. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Luncheon meeting with School Board <br /> <br />Appropriation: $4S,000 School Demographic Study <br /> <br /> <br />
