178 <br /> <br />Appropriation: <br /> <br />$398,t50 Purchase of Park Property <br />[2nd reading) <br /> <br />Resolution:, Authorizing Mayor to sign agreement re: <br /> City/County Park <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />Downtown Recreation Center February 12, 1986 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason. Absent: Dr. Gunter, Dr. Hall. <br /> <br />APPROPRIATION: $5,000 - DEMOGRAPHIC AND UTILIZATION STUDY <br /> <br /> Ms. Alicia Lugo, Chairman of the School Board, <br />requested Council approval of the appropriation for a <br />demographic and utilization study which had been approved <br />by the School Board. <br /> <br /> Dr. Vincent Cibbarelli, Superintendent of Schools, <br />stated that six bids had been received for the study, <br />ranging in price from $18,000 to $8S,000 and the consultant <br />that was recommended bid $4S,000. <br /> <br /> Mr. Buck stated that if Council agreed, the first <br />reading of the appropriation could be done at this time, <br />with the second reading done at the regular meeting on <br />February 18th. Mr. Buck recommended that the School Board <br />make a formal presentation for the appropriation at that <br />time. <br /> <br /> On m~tion by Mrs. Gleason, seconded by'Mr. Barnes, the <br />appropriation was offered and carried over to the next <br />meeting for consideration. <br /> <br /> Ms. Lugo stated that the gchool Board is still <br />working on their budget. <br /> <br /> Dr. Cibbarelli stated that while no final news had <br />been received from the State concerning funds for localities, <br />tentative figures were in that were less than originally <br />anticipated. <br /> <br /> Mr. John Pezzoli, School Board member, thanked Council <br />and the Mayor for arranging the meeting on February 1st <br />with the State legislators. <br /> <br /> Dr. Cibbarelli added that he felt the meeting should <br />be done on an annual basis for a sharing of in-formation <br />as well as an opportunity to relay local concerns to the <br />legislators. <br /> <br />APPROPRIATION: <br /> <br />reading) <br /> <br />$398,150 <br /> <br />PURCHASE OF PARK PROPERTY (2nd <br /> <br /> Mr.. Barnes stated that he had some concern with <br />the possibility of needing more softball fields in the <br />future. <br /> <br /> Mr. Buck responded that if that occurred, the City <br />would have to limit their program to City residents and <br />divide use of the new fields and Piedmont Virginia <br />Community College fields with the County. <br /> <br /> Mr. Barnes stated that he would recommend that the <br />supervisory committee include one elected official from <br />both the City and County, but he would not make that a <br />condition of the agreement. <br /> <br /> <br />
