Absent: Dr. Gunter. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Barnes, <br />Council voted to meet in executive session to discuss <br />personnel matters as exempted by Section 2.1-344(a)(1) of <br />the Virginia Freedom of Information Act. <br /> <br />Council Chamber - March 17, 1986 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall. Absent: Dr. Gunter <br /> <br />MINUTES <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, <br />the minutes of March 3rd were unanimously approved as <br />corrected. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the <br />minutes of March 5th were unanimously approved as <br />presented. <br /> <br />PUBLIC <br /> <br /> Mr. William Johnson of 217 Old Lynchburg Road, <br />requested that a sidewalk be installed on his street as he <br />felt the street was dangerous, especially for school <br />children. <br /> <br /> Mr. Satyendra Huja, Director of Community <br />Development, stated that the area has not been recommended <br />as a top priority for the City but that he would request <br />that the Planning Commission review the area again. Mr. <br />Huja explained the criteria used for prioritizing <br />sidewalks. <br /> <br />PUBLIC HEARING: CITY MANAGER'S BUDGET FOR FY 86-87; ANNUAL TAX <br />LEVY; FEDERAL GENERAL REVENUE SHARING <br /> <br />Mr. Hendrix summarized the highlights of the budget. <br /> <br /> Mr. Thomas Bernier, representing the Northwestern <br />Health Systems Agency, spoke in favor of the Adult Day <br />Care Center proposed by the Jefferson Area Board for the <br />Aging and stated that his agency considered it a high <br />priority and had committed $9,000 of their budget to the <br />program. <br /> <br /> Ms. Peggy King, a member of the Board of Directors of <br />the Association for Altzheimers and Related Diseases, <br />stated her support for the Adult Day Care Center. Ms. <br /> <br /> <br />
