198 <br /> <br />King stated that she understood that local funding for the <br />Center was expected to decrease as it becomes licensed and <br />qualified to receive Medicaid reimbursement. <br /> <br /> Ms. Janice Arvy stated that she is presently unable <br />to work because she must care for her disbled husband and <br />that the Adult Day Care Center would allow her to resume <br />work. <br /> <br /> Mr. Charles Witter of 2708 Eton Road stated that he <br />supported the Adult Day Care Center because his wife has <br />Altzheimers Disease and he was forced to take early <br />retirement in order to give her the constant attention she <br />requires. <br /> <br /> Approximately eighteen people stood in support of the <br />Adult Day Care Center. <br /> <br /> Mr. Gordon Walker, Director of Jefferson Area Board <br />for the Aging, stated that 19 other communities in <br />Virginia provide adult day care centers and that the <br />program would be cost effective and one that would not <br />duplicate an existing service in the community. <br /> <br /> Ms. Rosemary Hayes of Rockcreek Road, stated her <br /> support for the Home Safety Program sponsored by JABA. <br /> <br /> Mr. Robert Kellogg, President of the <br /> Charlottesville-Albemarle Association for Retarded <br /> Citizens, supported the request by Region Ten Community <br /> Services Board for programs for retarded citizens who <br /> require continued training beyond the school system's <br /> programs. <br /> <br /> Ms. Ilene Akers, President of the Charlottesville <br /> Education Association, stated that the Association totally <br /> supported the proposed School Board budget. <br /> <br /> As there were no other speakers, the public hearing <br /> was closed. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mrs. Gleason, Ms. Margaret Crawford, Ms. <br />Ethel Lockett, Mr. David Mitchell and Ms. Cynthia Stratton <br />were unanimously reappointed to three-year terms on the <br />Community Development Block Grant Task Force, and Ms. <br />Evelyn Yancey was appointed to a two-year term. These <br />terms will expire on March 7, 1989, with Ms. Yancey's term <br />expiring on March 7, 1988. <br /> <br /> On motion by Mr. Barnes, Mr. Lloyd Smith was <br />unanimously appointed as the Planning Commission <br />representative on the Downtown Board of Architectural <br />Review. This term will expire on August 31, 1988. <br /> On motion by Dr. Hall, Mr. Charles Barbour was <br />unanimously appointed as the Planning Commission <br />representative on the Historic Landmarks Commission. <br />term will expire on August 31, 1989. <br /> <br />This <br /> <br /> On motion by Dr. Hall, Ms. Patricia Smith was <br />unanimously appointed as the joint City-County appointment <br />on the Charlottesville-Albemarle Jail Board. This term <br />will expire on May 1, 1989. <br /> <br /> On motion by Mrs. Gleason the following appointments <br />were made to the Social Development Commission: Mr. <br />Alexander Gilliam as the University of Virginia <br /> <br /> <br />
