Mr. Gilliam's term will expire on August <br />31, 1988, Ms. Bowen's term will expire on August 31, 1986 <br />and Ms. Morrison's term will expire on August 31, 1988. <br /> <br /> On motion by Mr. Barnes, Lt. James Haden of the <br />Police Department was unanimously appointed to a <br />three-year term on the Retirement Commission. This term <br />will expire on March 31, 1989. <br /> <br />STAFF REPORT: URBAN DESIGN AND DEVELOPMENT PLAN <br /> <br /> Mr. Hendrix stated that the principle areas proposed <br />to be addressed by the Plan were the Downtown Historic <br />District, the University Corner area, and West Main <br />Street, but would also include the old Amoco/Leggett <br />parking lot site on the east end of the downtown mall. <br /> <br /> Mr. Hendrix stated that the Plan proposed that the <br />City take a pro-active approach to overall development and <br />design in these areas. The Plan would involve hiring <br />consultants, with Council setting the overall policy and <br />approving the plan, with the work reviewed by the Planning <br />Commission. The Urban Design Task Force would review <br />standards and provide guidance. Mr. Hendrix recommended <br />that the work begin in the next two months at a cost of <br />approximately $50,000 to $$100,000, with the study <br />completed in a year. <br /> <br /> Mr. Barnes questioned how many other localities have <br />a similar plan. <br /> <br /> mr. Hendrix stated that many communities have a <br />similar plan, though he was unsure of the number, but that <br />Charlottesville's would emphasize urban design where other <br />plans have not. <br /> <br /> Mr. Michael Bednar, Chairman of the Planning <br />Commission and a member of the Urban Design Task Force, <br />noted that the proposal had been enlarged since considered <br />by the Task Force, and stated that he was in favor of'the <br />proposal. <br /> <br /> Responding to question by Dr. Hall, Mr. Hendrix <br />stated that the consultants would be employed by and would <br />work for the City. <br /> <br /> Dr. William Harris, 485 14th Street, listed the <br />following concerns that he had with the proposed plan: <br />no partiCipation by citizen <br /> <br />1) <br /> <br />citizens to decide if they. <br />poor and moderate income b <br />affected, 4) gentrification <br />could occur, and 5) emphasi~ <br />diminish. <br /> <br /> Mr. Buck stated that h~ <br />approach to development and <br />had an alternative procedur~ <br /> <br /> Dr. Harris stated that <br />identify the goals and to p~ <br />prevent gentrification.
