206 <br /> <br /> Dr. Vincent Cibbarelli, Superintendent of City <br />Schools, summarized the highlights of the School Board's <br />proposed budget. <br /> <br /> Mrs. Gleason questioned whether driver education fees <br />could be made higher. <br /> <br /> Mr. Thomas McLernon, Deputy Superintendent of <br />Schools, stated that the fees could be slightly higher, <br />but were limited to $75.00 by the State. <br /> <br /> Mr. Buck questioned what caused the high percentage <br />of dropouts. <br /> <br /> Dr. Cibbarelli stated that he hesitated to speculate <br />as there was no scientific basis on which to base such <br />speculation. <br /> <br /> Ms. Emily Beller, School Board member, stated that <br />elaborate surveys had been conducted and conclusions were <br />in the process of being formed. <br /> <br /> Dr~ Hall noted that two employees had been added for <br />special education. <br /> <br /> Mr. John Pezzoli, School Board member, stated that <br />there had not been cuts locally in special education <br /> <br />funds. <br /> g was adjourned. <br /> <br />President <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON <br />Wednesday, March 19, 1986 AT 7:00 p.m. IN THE Basement <br />Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Work session on City Manager's FY 86-87 Budget: <br /> Agency Hearings <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br />Basement Conference Room - March 19, 1986 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall. Absent: Dr. Gunter. <br /> <br /> Mr. Steve Campbell, representing the Social <br />Development Commission, felt that more emphasis should be <br />given to social programs rather than capital budget items <br />and that as federal funds diminish, social service program <br />funding will need to be increased at both the state and <br />local levels. Given the funding restraints, Mr. Campbell <br />stated that the Commission felt it was most important to <br />fund those programs serving the most immediate needs. <br /> <br /> Mro Pete McIntosh, Director of the Charlottesville- <br />Albemarle Legal Aid Society, requested additional funding <br />to fund a fourth attorney position. Mr. McIntosh stated <br />that if funds were received from the Interest on Lawyer <br />Trust Accounts(IOLTA), then the local allocation would be <br /> <br /> <br />
