204 <br /> <br />performed by property owners would be required. <br /> <br /> Mr. Roger Wiley, City Attorney, responded that a <br />permit must be issued and the work must be inspected. <br /> Dr. Hall stated that he was not in favor of allowing <br />property owners to conduct the work themselves. <br /> Mr. Wiley stated that while he understood Dr. Hall's <br />concerns, the ordinance was conforming to the State law. <br /> <br /> The ordinance entitled "AN ORDINANCE AMENDING SECTION <br />5-6 OF ARTICLE II OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, AS AMENDED, TO ALLOW UNLICENSED <br />PROPERTY OWNERS TO PERFORM PLUMBING, ELECTRICAL AND <br />MECHANICAL WORK ON THEIR OWN PROPERTY" which was offered <br />at the March 3rd meeting, was approved by the following <br />vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason. Noes: <br />Dr. Hall. Absent: Dr. Gunter. <br /> <br />ORDINANCE: GRANTING AIR RIGHTS OVER JEFFERSON PARK AVENUE TO <br />UNIVERSITY OF VIRGINIA <br /> <br /> Mr. Hendrix stated that the ordinance would grant a <br />perpetual easement to the University of Virginia for a <br />pedestrian right of way and utility conduits over <br />Jefferson Park Avenue connecting the University of <br />Virginia Hospital and the replacement hospital. Mr. <br />Hendrix stated that the walkway would be enclosed. <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, the <br />ordinance entitled "AN ORDINANCE AUTHORIZING THE <br />CONVEYANCE OF A PERPETUAL EASEMENT FOR AIR RIGHTS TO THE <br />RECTOR AND VISITORS OF THE UNIVERSITY OF VIRGINIA OVER A <br />PORTION OF JEFFERSON PARK AVENUE" was offered and carried <br />over to the next meeting for consideration. <br /> <br />ORDINANCE: ANNUAL TAX LEVY ON REAL ESTATE AND TANGIBLE <br />PERSONAL PROPERTY <br /> <br /> Mr. Hendrix stated that the tax rate was proposed to <br />remain the same and was being considered at this time so <br />that notices could be sent out in early April. <br /> <br /> Mr. Barnes noted that he felt Charlottesville's tax <br />rate was fairly high when compared statewide. <br /> <br /> Mr. Buck stated that he felt that considering the tax <br /> rate at this time supported the sense on Council that the <br /> budget and proposed programs should be set within the <br /> existing tax rate. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the <br /> ordinance entitled "AN ORDINANCE TO ESTABLISH THE ANNUAL <br /> TAX LEVY ON VARIOUS CLASSES OF PROPERTY FOR THE PAYMENT OF <br /> INTEREST AND RETIREMENT OF THE CITY DEBT, FOR THE SUPPORT <br /> OF THE CITY GOVERNMENT AND CITY SCHOOLS, AND FOR OTHER <br /> PUBLIC PURPOSES" was offered and carried over to the next <br /> meeting for consideration. <br /> <br />ORDINANCE: CLOSING AN ALLEY BETWEEN 3RD AND 4TH STREET, N.E <br /> <br /> Mr. Hendrix stated that neither staff nor the viewers <br />had objections to closing the alley. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />the ordinance entitled "AN ORDINANCE CLOSING, VACATING AND <br />DISCONTINUING A PORTION OF AN ALLEY OFF EAST JEFFERSON <br />STREETS, N.E." was offered and carried over to the next <br /> <br /> <br />
