207 <br /> <br />reduced. <br /> <br /> Mr. Barry Kastner, Director of Charlottesville <br />Housing Improvement Program (CHIP), stated that 150 <br />volunteer hours had been utilized and 25 houses had been <br />rehabilitated. Mr. Kastner stated that without full <br />funding, staff would need to be reduced by two helpers. <br />Mr. Kastner stated that CHIP would prefer to find a funding <br />source that would enable them to purchase, rehabilitate and <br />sell houses, and that they hoped to utilize the Housing <br />Foundation Loan Fund and House Bank. Mr. Kastner <br />requested that a better process be established for <br />reprogramming funds that had been returned from loan <br />programs, especially Community Development Block Grant <br />(CDBG) funds. <br /> <br /> Mr. Buck recommended that CHIP and the Jefferson Area <br />Board for the Aging (JABA) explore ways to work together <br />on emergency repairs and the home safety program. <br /> <br /> Mr. Sanford Wilcox, a board member for JABA, endorsed <br />JABA's funding requests for Meals on Wheels, Home Safety <br />Program, Adult Day Care Center Program, and Peer <br />Counseling. <br /> <br /> Ms. Joyc~ Deily, coordinator of the Home Safety <br />Program, explained the program to Council. <br /> <br /> Mr. Gordon Walker, Director of JABA, stated that <br />United Way had been approached.for funding for the Home <br />Safety Program. <br /> <br /> Ms. Dorothy Emerson and Ms. Rosemary Hayes, <br />rePresenting Meals on Wheels, requested funding to expand <br />the program to provide meals on weekends. <br /> <br /> Mr. Walker stated that the County had approved <br />$19,000 for the Adult Day Care Center, that tentative <br />sites were being explored for the Center nd that the <br />funding for adult care in the City's Parks and Recreation <br />Department could be put towards the Center. <br /> <br /> Ms. Lida Arnason, Director of the Retired Senior <br />Volunteer Program (RSVP), requested full funding as <br />federal funding is beginning to be cut. <br /> <br /> Mr. Barnes requested that RSVP monitor the geographic <br />location of the recipients of their services in the coming <br /> <br />year. <br /> <br /> Ms. Linda Wilson, Director of Jefferson Area United <br />Transportation (JAUNT), and Mr. Sumner Irish, a JAUNT <br />Board member, discussed JAUNT's services. Ms. Wilson <br />stated that the elderly and handicapped program was <br />providing 800 rides a month and the revenue recovery had <br />been good. Ms. Wilson pointed out that no transportation <br />existed at night or on weekends for wheelchair-bound <br />passengers. <br /> <br /> Ms. Jane Parker, Director of Madison House, thanked <br />council for their support and stated that Madison House <br />would be cooperating with the schools by identifying "at <br />risk" children in the lower grades. <br /> <br /> Mr. Ray Mishler, Director of the Red Cross, stated <br />that caseload needs will remain unmet with the amount of <br />funding recommended. Mr. Mishler stated that some of the <br />Red cross clients might use the Adult Day Care Center. <br /> <br /> <br />
