211 <br /> <br />bypass, Route 29 North and the proposed Meadowcreek <br />Parkway would be negatively affected by greatly increased <br />traffic, particularly trucks. Mr. Coward added that the <br />Commission would be recommending funding projects, <br />possibly through a major one-time bond issuance, that <br />would address State issues and would not affect the <br />normal local allocation of funds for local projects. <br /> <br /> Ms. Judith Mueller, Director of Public Works, noted <br />concern that maintenance funds were being constricted by <br />the State Highway Department. <br /> <br /> Mr. Coward agreed that maintenance funding was an <br />issue and should be taken into consideration by localities <br />when additional roads are being requested. <br /> <br /> There was a brief discussion of the proposed airport <br />improvements. <br /> <br /> There was a discussion of the mass transit system, <br />and Mr. Hendrix stated that the Charlottesville Transit <br />Service would be unable to operate after federal cuts are <br />made unless subsidized by the State. <br /> <br /> Mr. Buck noted that the transit service is used most <br />by the "working poor" and should that form of <br />transportation be reduced or eliminated, the traffic <br />situation on the roads would be made even worse. <br /> <br /> Mr. Coward stated that he felt the next four to six <br />weeks was critical for planning for a bypass should <br />Charlottesville and Albemarle County agree on requesting <br />that the State fund and build it. <br /> <br /> lng was adjourned. <br /> <br />President C~k ' <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON <br />Wednesday, March 26, 1986 AT 7:30 p.m. IN THE Basement <br />Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Work Session on City Manager's FY 89-87 Budget: <br />Agency Hearings <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (siqned) <br /> <br />Basement Conference Room - March 26, 1986 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Gunter, Dr. Hall. <br /> <br /> Ms. Elizabeth Payne of the VPI Extension Serice, <br />stated that the Service could function adequately within <br />the recommended budget. <br /> <br /> Ms. Wayne Harbaugh, Director of the Thomas Jefferson <br />Planning District Commission, stated that she felt funding <br />increases will be necessary in order for the'Commissin to <br />maintain services and urged that a coalition of citizens, <br />local officials and legislators be formed to represent the <br /> <br /> <br />
