212 <br /> <br />area's needs. <br />Will Warner. <br /> <br />Ms. Harbaugh introduced her successor, Mr. <br /> <br /> Mr. Michael Carroll, Director of the Joint Dispatch <br />Center, responded to questions concerning the Center's <br />operation and stated that the funding formula between the <br />City, Albemarle County and the University of Virginia was <br />based on population and crime statistics. <br /> <br /> Mr. Mike McMahan, Director of the Joint Security <br />Complex, stated that the City's share of funding for the <br />complex was up 17% based on the usage in the prior fiscal <br />year. Mr. McMahan explained that the usage was based on <br />the locality where the crime took place. Mr. McMahan <br />added that expansion of the facility was being seriously <br />considered at this time. <br /> <br /> Mr. Buck stated that agencies funded through the <br />Community Development Block Gran~ (CDBG) Program had been <br />requested to appear before Council as there was a sense <br />that they be integrated into the hearing process and <br />because of concern that new programs should not be begun <br />with CDBG funds if there was no~ the financial ability <br />to continue them after the start-up year. <br /> <br /> Ms. Mary Reese, Chairman of the Social Development <br />Commission, stated that the Commission's criteria in <br />reviewing agencies for CDBG funding included serving <br />low-income residents, following the comprehensive plan, <br />addressing the targeted areas of the City and the <br />realistic possibility that agencies become financially <br />independent in the future. Ms. Reese noted that the <br />latter criterion was the Commission's weakest point. <br /> <br /> Mr. Tom Vandever, Director of the Independence <br />Resource Center, stated that the Center's goal was to make <br />10% of City housing handicapped-accessible and the CDBG <br />funds would be used to identify persons needing services. <br />Mr. Vandever stated that he was concerned with the small <br />percentage of the budget which funded social services and <br />that those services are being forced to compete with one <br />another. <br /> <br /> Mrs. Gleason questioned future funding sources for <br />the program and Mr. Vandever responded that he felt the <br />State would provide funding if the program could be proven <br />to be successful. <br /> <br /> Ms. Lida Arnason, Director of the Retireed Senior <br />Volunteer Program, spoke for the Jefferson Area Board for <br />Aging's proposed Peer Counseling Program for the elderly. <br />Ms. Arnason theorized that the counseling would be <br />included in an existing employee's job description should <br />funds not be available to hire an additional person. <br /> <br /> Ms. Pynke Gohanna, representing Monticello Area <br />Community Action Agency (MACAA), explained the Housing <br />Counseling Program. <br /> <br /> Mr. Buck questioned whether it would be possible for <br />MACAA to coordinate with the Independence Resource Center <br />to help fund housing for handicapped individuals. Ms. <br />Gohanna responded that she felt that would be possible. <br /> <br /> Dr. Robert Templin described the program being <br />jointly coordinated by Piedmont Virginia Community <br />College, MACAA and the City Schools which had been <br />developed in respond to recommendations made by the Race <br />Relations and Education Task Force. Dr. Templin stated <br />that students would be targeted beginning in elementary <br />school and up through high school~ and provided counseling <br />concerning college or vocational possibilities. <br /> <br /> <br />
