Mr. Buck stated that the program appeared to be a <br />very good one, but he was concerned that the School Board <br />had not presented it as a major source of the funding for <br />the program was included in the School budget. <br /> <br /> It was requested that the School Board make a <br />presentation to Council at the April 7th meeting. <br /> <br /> Mr. Buck recommended that consideration be given to <br />using local funding as seed money for social agencies and <br />CDBG funds for ongoing local programs. <br /> <br /> It was recommended that Charlottesville-Albemarle <br />Legal Aid Society be given an additional $2,667. <br /> <br /> Council requested that staff confirm whether State <br />funds would be available from other sources to expand the <br />Meals on Wheels Program to weekends, and indicated a <br />desire to fund the increase should other funds not be a <br />available. <br /> <br /> It was recommended that JABA's Home Safety Program be <br />fully funded. <br /> <br /> It was recommended that JABA's Adult Day Care Center <br />be funded, and that the City's Parks and Recreation <br />Program be eliminated. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, noted <br />concern that the Parks and Recreation Program would shut <br />down and that the new Cen~er might not have begun <br />operation. <br /> <br /> It was requested that staff discuss the issue <br />further, with the understanding that it was Council's <br />intent to fund the Adult Day Care Center. It was agreed <br />that Council would fund the Center at the same level <br />approved by the County, unless the County was willing to <br />consider fully funding the Center, in which case the City <br />would also fully fund the Center, at the $22,000 <br />requested. <br /> <br /> Mrs. Gleason recommended that persons using the Parks <br />and Recreation Program be given first choice for the Adult <br />Day Care Center. <br /> <br /> Mr. O'Connell stated that JAUNT's budget request had <br />been reduced by $584. <br /> <br /> Mr. Barnes stated that while he felt the Mediation <br />Center was a well-intentioned idea, he felt there were <br />more pressing needs given shrinking federal dollars. <br /> <br /> Concern was expressed with the mediation Center's <br />ability to operate financially in the future. <br /> <br /> It was not recommended that the Mediation Center be <br />funded. <br /> <br />Full funding was recommended for Charter House. <br /> <br /> Funding for the Youth Service Center and Outreach <br />Counseling was recommended. <br /> <br /> It was recommended that the MACAA Housing Counseling <br />Program receive full funding. <br /> <br /> Mr. Hendrix stated that staff would explore ways in <br />which Workshop V could be contracted with to perform work <br />for the City, which was felt to be preferable to directly <br />funding the program. <br /> <br /> <br />
