215 <br /> <br /> Ms. Joan Taylor, Vice-President of the local chapter <br />of the National Organization for Women (NOW), stated that <br />NOW supported full funding for the following agencies and <br />positions: CHIP, Adult Day Care, MACAA Housing <br />Counseling, Home Safety Program, Legal Aid Society, JAUNT, <br />Shelter for Help in Emergency, Police Department, and the <br />career development officer in the Personnel Department. <br /> <br /> Ms. Peggy King, Chairman of the Altzheimers and <br />Related Diseases Association, stated that she was <br />disappointed that the City had not fully funded the <br />request for the Adult Day Care program and had chosen to <br />fund at the same leuel as Albemarle County. <br /> <br /> Mr. Buck stated that he felt the principal of parity <br />between the City and County in funding the Adult Day Care <br />program was important and added that the program's budget <br />had to be viewed as a tentative budget proposal at this <br />stage. <br /> <br /> Mr. James King, representing the League of Women <br />Voters, stated that the League was pleased with the budget <br />process this year, congratulated the City on its budget <br />award for last year's budget, and stated that he felt the <br />budget documents were very useful and deserving of another <br />award. Mr. King requested an explanation of the funding <br />for the Community Arts and the increase in police <br />management. <br /> <br /> Mr. Buck stated that the funding for Community Arts <br />included $5f000 for Piedmont Council of the Arts and <br />$10,000 to use for subsidizing use of the City school <br />auditoriums for non-profit performing arts groups. <br /> <br /> Mr. Hendrix stated that the increase in police <br />management was to cover the increase in liability <br />insurance. <br /> <br /> As there were no other speakers, the public hearing <br />was closed. <br /> <br />PRESENTATION: DOGWOOD FESTIVAL: CHANGING NAME OF 250 BYPASS <br /> <br /> Mr. Jim Sishler, representing the Dogwood Festival <br />Board of Directors, requested that the 250 Bypass west of <br />Locust Avenue be designated as Veteran's Memorial Drive. <br />Mr. Sishler noted that the houses on the Locust Avenue <br />bridge could continue to use the 250 Bypass address. <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Gunter, the <br />250 Bypass west of Locust Avenue was unanimously <br />designated as Veteran's Memorial Drive. <br /> <br />REQUEST: <br /> <br />CIRCUS <br /> <br />CHARLOTTESVILLE-ALBEMARLE JAYCEES: <br /> <br />WAIVING FEES FOR <br /> <br /> Mr. Tom Kiddler, representing the <br />Charlottesville-Albemarle Jaycees, requested that Council <br />waive the fees for the circus the Jaycees will sponsor on <br />May 6 and 7. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, <br />Council unanimously voted to waive the fees for the circus <br />sponsored by the Charlottesville-Albemarle Jaycees for May <br />6 and 7. <br /> <br />STAFF REPORT: DESIGNATING SPECIAL EVENTS FOR SUSPENSION OF <br />VENDING REGULATIONS ON DOWNTOWN MALL <br /> <br /> Mr. Hendrix stated that staff recommended that <br />vending regulations be suspended for the following events <br /> <br /> <br />
