234 <br /> <br /> Mr. Buck questioned whether cases had been found <br />where cities corrected drainage prolems on private <br />property. <br /> <br /> Ms. Mueller stated that she would investigate this <br />issue further. <br /> <br /> Mr. Donald Sours, Planning Commission member, asked <br />Ms. Mueller what she felt were present major areas of <br />concern. <br /> <br /> Ms. Mueller responded that the City has not <br />experienced major property damage since 1982, and she had <br />had little experience with flooding since she had been <br />employed in September. <br /> <br /> Mr. Michael Bednar, Planning Commission Chairman, <br />stated that the Planning Commission had held work sessions <br />on drainage, commissioned the Meadowcreek Study, went on a <br />field trip, held public hearings and developed criteria and <br />priorities. Mr. Bednar noted that the Planning Commission <br />had not been concerned with cost factors and legal <br />responsibilities during its study. <br /> <br /> Mr. Buck stated that Council requested additional <br />information as it considered the budget implications of <br />the drainage projects. Mr. Buck noted that the Council <br />would also conduct a sight inspection of the projects. <br /> <br /> A list of priorities was reviewed and areas of cocern <br />included: should residential projects be given a higher <br />priority than commercial projects because of the ability <br />by commercial property owners to pay for the repairs; <br />should projects be given a higher priority if the property <br />owners are willing to share in the cost; were intermediate <br />repairs which have been done on properties sufficient to <br />solve the previous problem; could less expensive, <br />compromise solutions be used to alleviate the more costly <br />problems; would regular maintenance such as cleaning of <br />the storm drains, alleviate some of the problems; would it <br />be better to simply purchase property in those cases where <br />the repair cost exceeded the cost of the house being <br />benefited; could the City provide labor and property <br />owners be required to pay for the material; could the City <br />provide advice for homeowners concerning self-help <br />projects that would remedy some problems? <br /> <br /> Mr. Lloyd Snook, Planning Commission member, <br />recommended that the City begin to fund those projects <br />where the City has a clear legal responsibility and those <br />projects that are least expensive. <br /> <br /> After a discussion of whether the Planning Commission <br />wanted to reconsider the drainage issues with the new <br />information that had been provided, it was agreed that <br />Council would develop guidelines and new priorites, after <br />which time the Planning Commission would have an <br />opportunity to discuss the matter if it so desired. <br /> <br /> Mrs. Payne of 10 1/2 Street, stated that after the <br />sidewalk had been installed on Grady Avenue, her basement <br />began to flood. <br /> <br /> Mr. Buck stated that 10 1/2 Street would be studied <br />with the other areas. <br /> <br />RESOLUTION: GRANTING A PERMIT FOR AN OUTDOOR CAFE TO HARDWARE <br />STORE RESTAURANT <br /> <br /> Mr. Hendrix stated that the following options were <br />available concerning the outdoor cafe for the Hardware <br />Store Restaurant: 1) leave the cafe as it has been, 2) do <br /> <br /> <br />
