250 <br /> <br />COUNCIL CHAMBER - May 5, 1986 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Gunter, Dr. Hall. <br /> <br /> Due to a power failure, the Council session was <br />reconvened in the General District Court. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, <br />the minutes of April 21st were approved as presented, with <br />Dr. Hall abstaining. <br /> <br />PRESENTATION: VINEGAR HILL SOUTH <br /> <br /> This item was presented jointly to City Council and <br />the Charlottesville Redevelopment and Housing Authority. <br /> <br /> Mr. Robert Vickery of VMDO Architects, stated that <br />his firm had been employed to explore development <br />possibilities for the sites known as the old Leggett <br />parking lot and Amoco Station, whichwould include the <br />following: 1) suggestions as to what could be developed <br />immediately utilizing at least 35,000 square feet, <br />2) consideration of the ideal potential of the sites, and <br />3) suggestions as to long-range possibilities for the <br />intersection of McIntire-Ridge Street with Water-South- <br />West Main Street. <br /> <br /> Mr. Vickery recommended that the Leggett site be <br />developed as Stage 1 which would address the immediate <br />problem of providing an "end" to the mall. The <br />development of the Amoco site would be done in Stage 2. <br />Mr. Vickery further recommended that development of the <br />Thomas Tire site and adjoining properties on Water Street <br />be considered for a Stage 3, and that a parking deck be <br />constructed on Water Street. <br /> <br /> Mr. Vickery gave the following alternatives for the <br />McIntire-Ridge/Water-South-West Main Street intersection: <br />1) improve the existing intersection, leaving it basically <br />as it exists, 2) close South Street and make it more <br />residential in nature, 3) install a traffic circle at the <br />location. <br /> <br /> Mr. Hendrix stated that the architects and staff had <br />met with developers and the City wold begin advertising <br />for developers' bids for Stage 1 within the week. Mr. <br />Hendrix added that discussions had been held concer~ing <br />additional parking on Water Street and that he would like <br />to see the problem solved through a joint private/public <br />venture° <br /> <br /> Mr. Buck stated that he felt criteria for selection <br />of the developer for the Leggett site should be developed <br />and recommended that they include, but not be limited to, <br />the following: the project be done in harmony with the <br />surrounding downtown area, the project be compatible with <br />existing and future uses, the project be completed in a <br />timely manner, and that the City have assurances of the <br />developers' capability to perform. <br /> <br />PRESENTATION: SOCIAL DEVELOPMENT COMMISSION: <br />AND EMPLOYMENT STUDY - PHASE II <br /> <br />RACE RELATIONS <br /> <br /> Ms. Mary Reese, Chairman of the Social Development <br />Commission, stated that the Commission was ready to begin <br /> <br /> <br />
