Phase II of the Race Relations and Employment Study which <br />would focus on the private sector and that it was hoped <br />that sound recommendations could be made following the <br />study which could be implemented in a short period of <br />time. Ms. Reese stated that the goal of the study would <br />be to increase minority employment in supervisory <br />positions, especially in banking, real estate, <br />manufaCturing and small and large retail. Ms. Reese <br />stated that a confidential survey would be conducted. <br />Ms. Reese requested that Council endorse Phase II of the <br />study and appoint a twelve member bi-racial task force <br />which would complete the study within eleven months. <br /> <br /> Dr. Hall questioned whether the Commission would give <br />feedback to the businesses surveyed. <br /> <br /> Ms. Reese stated that feedback would be given, but <br />only on a general basis in order to maintain <br />confidentiality. <br /> <br /> Mr. Barnes stated that he was concerned with <br />government making recommendations to private businesses <br />and requested that the Commission present an expanded list <br />of possible task force members which would better <br />represent the community which will be targeted and which <br />would encourage businesses to act on the recommendations <br />made. Mr. Barnes added that he felt it was important that <br />the business community be part of the data collection <br />process. <br /> <br /> Ms. Reese stated that the Chamber of Commerce may <br />endorse the proposed study. <br /> <br /> Mr. Buck recommended that the Task Force be <br />advertised as are other task forces appointed by Council. <br /> <br /> It was the consensus of Council to endorse the <br />formation of the Task Force and the study of Phase II - <br />Race Relations and Employment in the Private Sector. <br /> <br />RESOLUTION: APPOINTING VIEWERS TO CONSIDERING CLOSING A PORTION <br />OF AN ALLEY BETWEEN 10TH AND 10 1/2 STREETS <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />the resolution appointing viewers to consider closing a <br />portion of an alley between 10th and 10 1/2 Street was <br />unanimously approved by Council. <br /> <br /> WHEREAS, this Council has received a petition from <br />George King and Dora B. Payne requesting vacation of an <br />alley between 10th Street and 10th Street, N.W. adjacent <br />to Parcels 51, 52, 53, and 54 on City Tax Map 4; and <br /> <br /> WHEREAS, it appears to Council that the notice <br />required by Section 15.1-364 of the Code of Virginia <br />(1950), as amended, has been duly advertised; now <br />therefore, ' <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that Ms. Mary Jane Haynes, <br />Messrs. W. J. Copeland and H. P. Winn, Jr. report in <br />writing to Council what inconvenience, if any, would <br />result from such vacation. <br /> <br />ORDINANCE: AMENDING ZONING ORDINANCE RE: APPLICABILITY TO THE <br />HISTORIC PRESERVATION & ARCHITECTURAL DESIGN CONTROL ORDINANCE <br /> <br /> Mr. Hendrix stated that a listlof properties affected <br />by the ordinance would be provided to Council, but <br />suggested that Council may wish to notify the property <br />owners of the proposed change before adopting the <br />ordinance. <br /> <br /> <br />
