254 <br /> <br />budget: 1) new utility billing format, 2) part-time <br />position to handle the gas assistance program, and 3) <br />salary and benefit increases equivalent to other City <br />employees. <br /> <br />PRESENTATION: PIEDMONT VIRGINIA COMMUNITY COLLEGE <br /> <br /> Ms. Elizabeth Woodward, Vice-Chair of the Piedmont <br />Virginia Community College Board, discussed recent <br />developments at PVCC including an increase of 23% in black <br />enrollment, construction of a new wing, a summer <br />transition program being offered for high school seniors <br />who are planning to enter college, and PVCC's <br />participation in the recent Race Relations and Education <br />study. <br /> <br />REQUEST: DESIGNATING "SUMMER FESTIVAL 1986" AS SPECIAL EVENT <br />ON DOWNTOWN MALL <br /> <br /> Mr. John Tate, representing the Charlottesville Area <br />Community Partnership Committee, requested that Council <br />designate Summer Festival 1986 scheduled for July 17th as <br />a special event on the downtown mall. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />Council unanimously voted to designate Summer Festival <br />1986 on July 17th as a special event on the downtown mall <br />which would suspend the vending regulations for the day. <br /> <br />REQUEST: VIRGINIA DISCOVERY MUSEUM <br /> <br /> Ms. Constance D. Palmer, President of the Board of <br />Directors of the Virginia Discovery Museum, requested that <br />Council appropriate $3,200 to the Discovery Museum in <br />order to cover the cost of enlarging the water line to the <br />Museum which would enable a sprinkler system to be <br />installed. Ms. Palmer stated that the Discovery Museum is <br />a "hands on" museum designed for children from pre-school <br />age through middle school. Ms. Palmer stated that the <br />Museum's fund drive hoped to raise $175t000, ~130,000 of <br />which has already been raised, but that amount did not <br />include the cost of providing the sprinkler system. <br /> <br /> Dr. Gunter questioned Ms. Palmer about parking <br />provided by the Museum. <br /> <br /> Ms. Palmer responded that six parking spaces were <br />provided on-site and additional spaces were being leased <br />from Westminster Church. <br /> <br /> Dr. Gunter stated that she felt the request merited <br />strong consideration because of the safety factor. <br /> <br /> Mr. Barnes stated that he would prefer that the <br />Museum's fund drive continue for a longer period before <br />making a decision. <br /> <br /> It was the consensus of Council that the Discovery <br />Museum continue to raise private funds and if the funds <br />raised were not sufficient, then the Museum could <br />reapproach Council for assistance. <br /> <br />STAFF REPORT: THOMAS JEFFERSON PLANNING DISTRICT COMMISSION <br /> <br /> Mr. Hendrix stated that the question of whether the <br />Thomas Jefferson Planning District Commission (TJPDC) <br />should disband had been raised due to the following <br />concerns: 1) lack of adequate funding for the Commission, <br />2) Poor attendance of Commission m~mbers, and 3) lack of <br /> <br /> <br />
