Mr. Hendrix <br />listed the following alternatives available to the City: <br />1) Retain the status quo, 2) agree to fully support the <br />Commission, 3) agree to a reduced program level including <br />fewer staff and fewer members on the Commission, and 4) <br />agree to withdraw from the Commission. Mr. Hendrix stated <br />that it was staff's recommendation to continue to support <br />the TJPDC. <br /> <br /> Mr. Francis Fife, the City's representative on the <br />TJPDC, urged the City's continued support of the <br />Commission as he felt long-range planning is vital to the <br />area. Mr. Fife stated that he felt the Commission could <br />be used in more creative ways by the localities. <br /> <br /> Mr. Barnes questioned the effect on the Commission if <br />Albemarle withdrew. <br /> <br /> Mr. Fife responded that he felt the Commission could <br />continue to operate but would not be as effective should <br />Albemarle County withdraw. <br /> <br /> Mrs. Gleason noted that a suggestion for future use <br />of the Commission was to monitor legislative issues. <br /> <br /> Ms. Wayne Harbaugh, Executive Director of TJPDC, <br />stated that she felt it was helpful to the community at- <br />large to build a coalition with surrounding areas. <br /> <br /> Dr. Gunter stated that she felt the TJPDC was vital <br />for the continued success of the Metropolitan Planning <br />Organization and had provided valuable staffing for the <br />Rape Prevention Task Force and Drunk Driving Task Force. <br /> <br /> Dr. Hall stated that as a board member of the TJPDC, <br />he favored continued support by the City of the <br />Commission. <br /> <br /> Mr. Buck stated that he had first served on the TJPDC <br />eight years before, and from an historical perspective had <br />seen changes that might not otherwise have been possible, <br />such as housing rehabilitation programs in the outlying <br />counties. Mr. Buck stated that he felt there were many <br />indirect benefits received from the Commission and that it <br />was sometimes helpful politically to have a third party <br />involved in community issues. <br /> <br /> Mrs. Gleason stated that she felt the Commission's <br />work with the elderly had been outstanding. <br /> <br /> On motion by Mr. Buck, seconded by Dr. Gunter, <br />Council unanimously approved a resolution supporting <br />continued funding of the Thomas Jefferson Planning <br />District Commission and urging other involved counties to <br />continue to support the Commission. <br /> <br /> WHEREAS, the Thomas Jefferson Planning District <br />Commission (TJPDC) has provided a valuable forum for <br />discussion and cooperation among its member jurisdictions; <br />and <br /> <br /> WHEREAS, numerous regional programs in such diverse <br />fields as housing, transportation, job training, and law <br />enforcement have been initiated or made more efficient <br />through the efforts of the TJPDC; and in some instances <br />these accomplishments would not exist absent the TJPDC's <br />efforts; and <br /> <br /> WHEREAS, continued economic and population growth in <br />our region, and diminishing assistance from the state and <br />federal governments will require more,, not less <br />cooperation among the governments within that region; and <br /> <br />255 <br /> <br /> <br />
