Abstaining: Dr. Hall. <br /> <br /> Dr. Hall thanked Council for their support and stated <br />that by working together in unity, he felt Council could <br />bring together any unfinished ends. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, <br />the minutes of May 29th were approved as presented, with <br />Mr. Towe abstaining. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, <br />the minutes of June 16th were approved as presented, with <br />Dr. Hall and Mr. Towe abstaining. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />the minutes of June 19th were approved as presented, with <br />Mr. Towe abstaining. <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, the <br />minutes of June 23rd were approved as presented, with Mrs. <br />Gleason and Mr. Towe abstaining. <br /> <br />PUBLIC <br /> <br /> Mr. Tom Vandever, Director of the Independence <br />Resource Center, requested Council's endorsement of the <br />Independence Resource Center's application for Section 202 <br />funds to construct housing for physicalled disabled <br />persons in Belmont. Mr. Vandever noted that Council had <br />supported the request the previous year, but Section 202 <br />funds had not been awarded at that time, nor had attempts <br />to secure private funds been successful. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that <br />conditions remained the same as they had the previous year <br />and that there continued to be the need for such housing <br />in the community and he recommended Council's support of <br />the request. <br /> <br /> Mr. Vandever stated that the previous request had <br />been for twenty~five units, but there could be as many as <br />forty units. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Barnes, <br />Council unanimously voted to endorse the Independence <br />Resource Center's application for Section 202 funds for <br />housing for the physically handicapped. <br /> <br />PUBLIC HEARING: CITY'S APPLICATION FOR URBAN DEVELOPMENT ACTION <br />GRANT TO ASSIST IN FINANCING PARKING GARAGE AS PART OF VINEGAR <br />HILL SOUTH DEVELOPMENT <br /> <br /> Mr. O'Connell stated that the public hearing was the <br />first step in the process of applying for federal funds <br />which were available for public-private partnerships and <br />that the funds, if awarded to the City, would be used to <br />construct a $1.6 million parking garage near the west end <br />of the downtown mallo <br /> <br /> Responding to a question by Mr. Towe, Mr. Huja, <br />Director of Community Development, stated that no City <br />money would be used and that the project would be built <br />with a combination of federal and private funds. <br /> <br />The public hearing was opened. <br /> <br /> Mr. Jim Grigg, an architect and developer, questioned <br />whether the parking garage would be available to the <br />general public or only for the proposed development at the <br /> <br /> <br />
