280 <br /> <br />Vinegar Hill South site. <br /> <br /> Mr. Buck stated that very little was known about the <br />situation at this time, but noted that it was the City's <br />goal to provide general parking. <br /> <br /> As there was no one to speak the public hearing was <br />closed. A second public hearing was scheduled for July <br />21st. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> Mr. Buck stated that Council serves on several boards <br />and commissions and that the following appointments had <br />been agreed upon by Council: Charlottesville-Albemarle <br />Regional Jail Board - Mrs. Gleason would remain on the <br />Jail Board until August 31st and Dr. Hall would assume <br />the position after that time; Highway Safety Commission - <br />Mr. Towe; McGuffey Arts Center Board - Mrs. Gleason; <br />Metropolitan Planning Organization - Mr. Barnes and Mr. <br />Buck; Retirement Commission - Mr. Barnes and Mr. Buck; <br />Social Services Advisory Board - Mrs. Gleason; Thomas <br />Jefferson Planning District Commission - Dr. Hall and Mr. <br />Towe; School Capital Improvements Committee - Mrs. Gleason <br />and Mr. Towe. All of the above appointments were <br />unanimously approved by Council. <br /> <br /> On motion by Mr. Barnes, Mr. Robert Mincer and Mr. <br />Raymond Klein were unanimously appointed to serve on the <br />Race Relations and Employment Task Force. <br /> <br />APPROPRIATION: $69,100 - REPROGRAMMING CDBG FUNDS <br /> <br /> Mr. O'Connell stated that this appropriation would <br />close out the Community Development Block Grant accounts <br />and reprogram the funds, mostly into sidewalk and drainage <br />projects. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason the <br />appropriation reprogramming CDBG funds was offered and <br />carried over to the next meeting for consideration. <br /> <br />APPROPRIATION: $472,000 - CDBG GRANT ENTITLEMENT AWARD <br /> <br /> Mr. O'Connell stated that the appropriation would <br />allow use of CDBG funds for the current fiscal year (FY <br />86-87) and listed some of the uses for the funds as <br />follows: paint program, sidewalks, drainage, minority <br />business assistance program, handicapped access, <br />handicapped housing assistance, Monticello Area Action <br />Agency housing counseling program and coordinated <br />education program. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall the <br />$472,000 appropriation for the CDBG Grant Entitlement <br />Award was offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $50,000 - REPROGRAMMING OF FUNDS FOR DOWNPAYMENT/ <br />CLOSING COST ASSISTANCE PROGRAM <br /> <br /> Mr. O'Connell stated that this appropriation would <br />set up the program previously discussed by Council <br />establishing revolving loan funds to low and moderate <br />income families. <br /> <br /> Responding to a question from Mr. Towe, Mr. Huja <br />stated that the income guidelines used for VHDA loans <br />would be used for the City's program. <br /> <br /> Mr. Buck stated that the maximum loan would be <br />$4,500. <br /> <br /> <br />
