As there was no one to speak the public hearing was closed. A second public hearing was scheduled for July 21st. APPOINTMENTS: BOARDS AND COMMISSIONS Mr. Buck stated that Council serves on several boards and commissions and that the following appointments had been agreed upon by Council: Charlottesville-Albemarle Regional Jail Board - Mrs. Gleason would remain on the Jail Board until August 31st and Dr. Hall would assume the position after that time; Highway Safety Commission - Mr. Towe; McGuffey Arts Center Board - Mrs. Gleason; Metropolitan Planning Organization - Mr. Barnes and Mr. Buck; Retirement Commission - Mr. Barnes and Mr. Buck; Social Services Advisory Board - Mrs. Gleason; Thomas Jefferson Planning District Commission - Dr. Hall and Mr. Towe; School Capital Improvements Committee - Mrs. Gleason and Mr. Towe. All of the above appointments were unanimously approved by Council. On motion by Mr. Barnes, Mr. Robert Mincer and Mr. Raymond Klein were unanimously appointed to serve on the Race Relations and Employment Task Force. APPROPRIATION: $69,100 - REPROGRAMMING CDBG FUNDS Mr. O'Connell stated that this appropriation would close out the Community Development Block Grant accounts and reprogram the funds, mostly into sidewalk and drainage projects. On motion by Mr. Barnes, seconded by Mrs. Gleason the appropriation reprogramming CDBG funds was offered and carried over to the next meeting for consideration. APPROPRIATION: $472,000 - CDBG GRANT ENTITLEMENT AWARD Mr. O'Connell stated that the appropriation would allow use of CDBG funds for the current fiscal year (FY 86-87) and listed some of the uses for the funds as follows: paint program, sidewalks, drainage, minority business assistance program, handicapped access, handicapped housing assistance, Monticello Area Action Agency housing counseling program and coordinated education program. On motion by Mrs. Gleason, seconded by Dr. Hall the $472,000 appropriation for the CDBG Grant Entitlement Award was offered and carried over to the next meeting for consideration. APPROPRIATION: $50,000 - REPROGRAMMING OF FUNDS FOR DOWNPAYMENT/ CLOSING COST ASSISTANCE PROGRAM Mr. O'Connell stated that this appropriation would set up the program previously discussed by Council establishing revolving loan funds to low and moderate income families. Responding to a question from Mr. Towe, Mr. Huja stated that the income guidelines used for VHDA loans would be used for the City's program. Mr. Buck stated that the maximum loan would be $4,500.
