281 <br /> <br /> Mr. Barnes stated that he recalled that the <br />guidelines previously agreed to by Council stated that the <br />loan would only be interest-free if held a certain number <br />of years. <br /> <br /> Mr. Huja stated that he would provide Council with <br />the correct guidelines by the second reading of the <br />appropriation. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the <br />appropriation of $50,000 for the Downpayment/Closing Cost <br />Assistance Program was offered and carried over to the <br />next meeting for consideration. <br /> <br />APPROPRIATION: $14,672 - SUMMER NUTRITION PROGRAM <br /> <br /> Mr. O'Connell stated that the appropriation would <br />allow use of the Department of Agriculture funds for the <br />summer nutrition program which was being administered at <br />the following locations throughout the City: Washington <br />Park, Tonsler Park, First Street Playground, Westhaven, <br />and Forrest Hills Park. Mr. O'Connell stated that the <br />program previously administered at Venable School was now <br />located at Washington Park in order to avoid conflicts <br />with the Community Education program held at Venable. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />the $14,672 appropriation for the Summer Nutrition Program <br />was offered and carried Over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $10,.000 PIEDMONT COUNCIL OF THE ARTS GRANT <br /> <br /> Mr. O'Connell stated that the appropriation consisted <br />of $5,000 previously appropriated to the Piedmont Council <br />of the Arts by the City and a $5,000 grant from the <br />Virginia Commission for the Arts. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the <br />$10,000 appropriation to the Piedmont Council of the Arts <br />was offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $24,598 - TRANSPORTATION PLANNING GRANT <br /> <br /> Mr. O'Connell stated that the appropriation consisted <br />of State Highway Department funds used to cover <br />administrative costs to the Department of Community <br />Development for contract projects and the Metropolitan <br />Planning Organization and to conduct a ridership survey. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, <br />the $24,598 Transportation Planning Grant appropriation <br />was offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: <br /> <br />SERVICES GRANT <br /> <br />$52,000 - PERINATAL NUTRITION AND EDUCATION <br /> <br /> Mr. O'Connell stated that this appropriation was <br />similar to one previously approved by Council, which <br />allowed the City to act as the administrative agent for <br />the Perinatal Nutrition and Education Services Program <br />supervised by the Health Department. <br /> <br /> Council requested that additional information on the <br />program and other services available in the community on <br />teenage pregnancy and prevention be provided to <br />Council before the second reading of the appropriation. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the <br />$52,000 Perinatal Nutrition and Education Services Grant <br />was offered and carried over to the next meeting for <br /> <br /> <br />
